The Oregon Department of Education is hiring a Workload Model Contract Specialist, Operations & Policy Analyst 2 to provide strategic leadership and oversight for a critical Workload Model contract administered by ODHS. You will be the central point for managing this complex agreement.
What You'll Do
- Provide strategic leadership and oversight for the Workload Model contract administered by ODHS.
- Manage day-to-day administration of the contract, including vendor coordination, oversight of deliverables, and preparation/negotiation of contract amendments.
- Ensure compliance with contract terms and audit requirements.
- Serve as the main point of contact for the vendor and collaborate closely with the internal ODHS project team, agency leadership, the Office of Contracts and Procurement (OC&P), and the Department of Justice (DOJ).
- Support project planning and the implementation of amendments.
- Apply structured decision-making tools outlined in the contract and its amendments.
- Play a key role in building internal capacity by supporting the development and training of staff, communities, and stakeholders in data-informed decision-making related to workload modeling.
- Clearly convey project tasks, progress, and outcomes to a variety of stakeholders, including staff and management.
- Gather, consolidate, and analyze data to fulfill administrative and reporting requirements.
- Deliver training or facilitate sessions for large groups with diverse levels of subject matter knowledge.
What We're Looking For
- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
- Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
- Demonstrated experience managing large, multi-component projects, particularly involving contracts.
- Clear written and oral communication and the ability to match messages to a variety of audiences.
- Demonstrated ability to work with evolving timelines and balance competing priorities.
- Demonstrated commitment to Diversity, Equity, Inclusion and Access.
- Must be approved by the designated Criminal Justice Information Services (CJIS) through a fingerprint-based national criminal background check for access to Criminal Justice Information (CJI).
- Within three days of hire, must complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm authorization.
