Position Overview
Drive progress in the transformation of the U.S. electricity system by advancing regulatory reforms that support a carbon-free future. The Senior Associate, Regulatory Reform will play a key role in shaping policies that enable equitable, affordable, and sustainable energy transitions. Working within the Carbon-Free Electricity Program, this position focuses on modernizing utility regulation through research, stakeholder collaboration, and strategic engagement with decision-makers.
Key Responsibilities
- Lead analytical efforts to identify regulatory trends and produce data-informed insights that inform policy development and public discourse.
- Develop and refine research methodologies, models, and frameworks to support innovative regulatory solutions.
- Create clear, persuasive written materials and presentations for regulators, utilities, and advocacy groups.
- Manage project components from planning through execution, including timelines, stakeholder strategies, and communication plans, with oversight from senior staff.
- Support outreach to state regulators, consumer advocates, and energy agencies to advance inclusive and equitable policy reforms.
- Provide guidance to team members and help resolve challenges across project lifecycles.
Qualifications
Required
- Understanding of the U.S. electricity sector, including utility business models, regulatory structures, and key industry players.
- Minimum of four years of professional experience in energy policy, utility regulation, climate advocacy, law, or related fields.
- Proven ability to manage multiple tasks efficiently, meet deadlines, and operate independently in a results-driven environment.
- History of successfully delivering project-based work with measurable impact.
Preferred
- Direct experience in utility operations, regulatory agencies, consulting, or advocacy campaigns.
- Engagement with grid operators, community organizations, distributed energy providers, or state policymakers.
- Knowledge of regulatory processes that promote equity and stakeholder collaboration.
- Background in affordability mechanisms such as low-income rate design, disconnection policies, or utility assistance programs.
Work Environment & Culture

Compensation & Benefits
Salary range: $84,000–$103,000. Includes an annual bonus target of 5% and eligibility for performance-based increases.
