Publicpartnerships is looking for a Technical Proposal Writer to develop clear, compliant, and compelling responses to state and federal Requests for Proposals (RFPs), with a focus on Home and Community-Based Services (HCBS). You will join a compassionate, results-oriented team dedicated to exceeding customer expectations in a fast-paced, consumer-focused environment.
What You'll Do
- Generate compliant proposal shells for state and federal HCBS RFPs.
- Input approved boilerplate content from the proposal Content Management System into the proposal shell.
- Free-write material, and edit and improve existing content in collaboration with the Proposal team.
- Complete all forms, references, resumes, and biographies as required by the RFP.
- Collaborate with the Marketing department to generate organizational charts and other proposal graphics.
- Support the maintenance and growth of the proposal library.
- Stay current on industry standards, review post-bid information, maintain the Content Management System, and monitor procurement sites.
- Work with various departments and levels of management to draft responses.
- Make recommendations on response approaches and ensure consistent proposal submissions.
- Ensure tools and style guides are in place to support high-quality documentation.
- Support the development of overviews and summaries for the Executive Leadership Team.
- Ensure Freedom of Information Act (FOIA) requests are submitted after each proposal and perform competitor analysis.
What We're Looking For
- Outstanding verbal and written communication skills, with the ability to be professional, technically accurate, clear, and succinct.
- Ability to interact with and influence personnel at all levels, from technical staff to executive management.
- Ability to deal with adversity and differing opinions effectively.
- Familiarity with RFP Content Management Systems.
- Ability to incorporate operational feedback into writing.
- Ability to manage and write multiple RFPs simultaneously.
- 1-3 years of relevant experience as a proposal writer with experience in state/federal procurement responses, proposal development, and/or grant writing.

Benefits & Compensation
- Salary range: $65,000-$75,000
