The Oregon Department of Human Services is hiring an Operations and Policy Analyst 2 - CJIS Analyst for the Oregon Youth Authority. This role sits within the Information Systems Department and is pivotal for managing mission-critical data systems. You will ensure the integrity and compliance of juvenile justice information while translating complex data into actionable insights for diverse stakeholders.
What You'll Do
- Support the implementation, administration, and continuous improvement of the Juvenile Justice Information System (JJIS) and other CJIS data systems.
- Ensure CJIS systems align with laws, administrative rules, and established business processes.
- Collaborate with Information Services, policy and research analysts, business analysts, program area managers, and leadership to identify and analyze policy, operational, and system needs.
- Develop and maintain standard operating procedures, training materials, and policy guidance.
- Research and interpret state, federal, and case law.
- Evaluate equity impacts of policies and systems.
- Serve as a subject matter expert on CJIS compliance.
What We're Looking For
- A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
- Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
- Ability to get and maintain CJIS certification within 3 months of appointment.
Nice to Have
- Current CJIS certification.
- Experience serving as a subject matter resource on complex data systems, policies, and compliance requirements, and providing guidance to leadership and stakeholders.
- Ability to collaborate effectively with cross-functional teams, including technical specialists, policy and research analysts, and program leadership.
- Experience serving as a CJIS policy and administrative expert establishing compliance with regulations of CJIS data.
- Experience researching laws, policies, programs, and research related to CJIS impact including equity-based impacts.
- Experience developing materials including operating manuals, training materials, and policy guidance.
- Experience preparing and presenting complex technical or policy-related information and data to diverse audiences.

- Monthly salary of $5,325 - $8,148 (non-PERS rate). Salary range increases by 6% for PERS-eligible members.
