The Oregon Department of Human Services is hiring an Operations and Policy Analyst 2 - CJIS Analyst for the Oregon Youth Authority. This role sits within the Information Systems Department and is pivotal for managing mission-critical data systems. You will ensure the integrity and compliance of juvenile justice information while translating complex data into actionable insights for diverse stakeholders.

What You'll Do

• Support the implementation, administration, and continuous improvement of the Juvenile Justice Information System (JJIS) and other CJIS data systems.
• Ensure CJIS systems align with laws, administrative rules, and established business processes.
• Collaborate with Information Services, policy and research analysts, business analysts, program area managers, and leadership to identify and analyze policy, operational, and system needs.
• Develop and maintain standard operating procedures, training materials, and policy guidance.
• Research and interpret state, federal, and case law.
• Evaluate equity impacts of policies and systems.
• Serve as a subject matter expert on CJIS compliance.

What We're Looking For

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work.
• Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.
• Ability to get and maintain CJIS certification within 3 months of appointment.

Nice to Have

• Current CJIS certification.
• Experience serving as a subject matter resource on complex data systems, policies, and compliance requirements, and providing guidance to leadership and stakeholders.
• Ability to collaborate effectively with cross-functional teams, including technical specialists, policy and research analysts, and program leadership.
• Experience serving as a CJIS policy and administrative expert establishing compliance with regulations of CJIS data.
• Experience researching laws, policies, programs, and research related to CJIS impact including equity-based impacts.
• Experience developing materials including operating manuals, training materials, and policy guidance.
• Experience preparing and presenting complex technical or policy-related information and data to diverse audiences.

You will join the Information Systems Department at OYA, collaborating closely with technical specialists, policy analysts, and program leadership to support the agency's mission.

• Monthly salary of $5,325 - $8,148 (non-PERS rate). Salary range increases by 6% for PERS-eligible members.
