Position Overview
This senior management analyst plays a key role in overseeing contracting and procurement operations for Community Services, ensuring alignment with federal, state, and local requirements. Reporting to the Contract Administrator, the position supports equitable service delivery through strategic vendor engagement, contract oversight, and compliance management. Work may be conducted remotely or on-site, but candidates must reside in Washington or Oregon.
Key Responsibilities
- Lead the development, review, and negotiation of contracts and grants to meet departmental objectives
- Analyze and refine commercial terms, pricing structures, and contractual language to protect organizational interests
- Manage full contract lifecycles, including renewals, amendments, and closures, ensuring proper documentation and approvals
- Operate and maintain contract and e-procurement systems to support transparency and efficiency
- Design and execute procurement strategies that balance cost-effectiveness, quality, risk, and regulatory compliance
- Conduct formal solicitations, including RFPs, vendor evaluations, and selection processes
- Identify potential risks in contracts and procurement activities, then develop and communicate mitigation plans
- Provide expert guidance to internal teams on procurement rules, grant regulations, and contract law
- Build and maintain collaborative relationships with departments, service providers, and community partners
- Interpret and apply statutes such as 2 CFR Part 200, HIPAA, and state procurement codes
Qualifications
Candidates must hold a bachelor’s degree or higher in Business Administration or a related field from a nationally accredited institution. A minimum of three years of hands-on experience in public sector procurement and contracting is required, including direct involvement in formal solicitations, contract drafting, and compliance with government regulations.
Essential skills include strong analytical thinking, attention to detail, and the ability to manage multiple priorities independently. Proficiency in Excel, Word, PowerPoint, Adobe, and contract management platforms is expected. Demonstrated success in negotiation, project coordination, and stakeholder communication is critical.
Preferred candidates will have background in social services, managed care, or nonprofit contracting, particularly with programs serving vulnerable populations. Experience working with culturally specific or grassroots organizations is an asset.

Compensation & Benefits
The monthly salary range is $7,117.00 to $9,963.00. Regular full- and part-time employees receive a comprehensive benefits package, including medical, dental, and vision coverage; paid time off; life and disability insurance; and participation in the Washington State Retirement System (PERS, PSERS, or LEOFF). Employee retirement contributions begin on the first day of employment and vary by plan selection.
