About the Role

The Department of Natural Resources (DNR), State of Washington, is hiring a Management Analyst 5 to provide senior-level professional analysis to all levels of management within the Apprenticeship Program. You will support the Apprenticeship Program Manager in integrating Registered Apprenticeship with the larger workforce education and training system. Your work will include leading legislative implementation for the Washington State Apprenticeship & Training Council (WSATC), compiling and displaying data, and preparing reports for diverse stakeholders.

What You'll Do

  • Perform proactive intervention and/or provide solutions having statewide or precedent-setting impact.
  • Make recommendations regarding highly complex, unprecedented issues involving organizational change, process improvement, and policy development.
  • Provide expert advice and consultation, both in person and virtually, to executive management, internal departments, and outside organizations.
  • Serve as the agency representative for business analysis teams or projects with other public and private entities concerning business operations.
  • Produce or oversee the production of complex reports for use by diverse groups such as highest levels of management, boards, commissions, elected officials, and/or other governmental entities.
  • Review individual work for consistency with program policies, procedures, and goals.
  • Coordinate internally between platforms, the Agency, and the WSATC.
  • Provide administrative and organizational support for platform meetings and activities both in person and virtually.
  • Conduct outreach within specified economic and industry sectors, make presentations, attend industry forums, and meet with businesses, labor groups, and employer or industry associations.
  • Help in initial steps of program development as new employers, associations, or organizations set out to start new registered apprenticeship programs.

What We're Looking For

  • 9 years of combined education and experience in areas such as: conducting research, analyzing laws/rules/regulations, business analysis and requirements development, leading business projects, managing business operations, business policy development, interpretation/explanation of rules and regulations, or supervision/management of people.
  • OR a 4-year Registered Apprenticeship completion certificate plus 5 years of experience in the areas listed above.
  • OR a 2-year Registered Apprenticeship completion certificate plus 7 years of experience, or a 3-year Apprenticeship completion certificate plus 6 years of experience.
  • OR a Bachelor’s degree in business administration, public administration, related field, or field/industry that utilizes Apprenticeship plus 5 years of experience in the areas listed above.
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

Nice to Have

  • Experience working with or in Industry Sectors.
  • Ability to communicate professionally and effectively with Apprenticeship Program internal and external stakeholders.
  • Excellent organizational and time management skills, as well as the ability to manage projects.
  • Ability to analyze written or verbal information for the purpose of recognizing and correcting deficiencies, policy or math errors, omissions, etc.
  • Experience compiling and analyzing data.
  • Excellent and current office workplace computer skills: Intermediate to expert skill with Microsoft Word, Excel and PowerPoint.
