About the Role

The Superior Court of California, County of El Dorado, is hiring a Fiscal/Human Resources (HR) Technician. Under general supervision, you will perform technical assistance and support in fiscal services, human resources, and administration, including payroll, financial data review, recruitment, and employee benefits. This is an entry and first journey-level position, supporting established systems and procedures within the Court.

What You'll Do

  • Assist with processing Accounts Payable in SAP, verifying documentation and tracking purchase order compliance.
  • Support biweekly ADP payroll processing, auditing timesheets, calculating manual checks, and reconciling leave balances.
  • Help with Accounts Receivable, preparing customer invoices and maintaining accurate payment records.
  • Assist with maintaining and managing victim restitution payments.
  • Process daily deposits through the Court’s case management system.
  • Oversee ordering and stock of office supplies for the administration department.
  • Answer routine fiscal and HR inquiries, prepare correspondence, and manage administrative mail.
  • Assist in planning recruitment activities, evaluating applications, scheduling interviews, and responding to applicant questions.
  • Support new hire paperwork and benefit enrollments, communicate options to employees, and resolve issues with carriers.
  • Maintain required fiscal and HR reporting, including benefit spreadsheets, ADP reports, and training tracking.
  • Research and compile information for projects and reports, interpreting department policies.
  • Notify supervisors of performance evaluation due dates and process completed evaluations.
  • Facilitate record retention management, including digitization and destruction.
  • Administer leave eligibility paperwork and tracking for FMLA, Pregnancy Disability, and Workers' Compensation.
  • Prepare and maintain confidential personnel files, update employee information in online systems, and create ad hoc reports.
  • Support the employee recognition program, including newsletters and service awards.
  • Assist management with preparation and analysis for union negotiations.
  • Maintain strict confidentiality of Court documents and records.
  • Establish positive working relationships with colleagues and the public.
  • Perform clerical work and special projects as requested.

What We're Looking For

  • Completion of 60 semester units (or equivalent) in accounting, business, HR, public administration, or a related field, or an Accounting Certificate.
  • Two (2) years of experience in fiscal and/or human resources.
  • Knowledge of fiscal document processing, bookkeeping, and basic governmental accounting principles.
  • Knowledge of payroll processes and laws.
  • Knowledge of business arithmetic, accounting, and financial calculations.
  • Knowledge of Microsoft Excel.
  • Knowledge of basic public human resource administration principles.
  • Knowledge of basic recruitment and selection techniques.
  • Knowledge of State and federal laws applicable to human resource administration.
  • Knowledge of standard office practices and basic business data processing.
  • Knowledge of record retention practices.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to prepare and present material clearly to groups and individuals.
  • Ability to read, interpret, apply, and explain laws, rules, and policies.
  • Ability to establish and maintain effective working relationships.
  • Ability to operate standard office equipment.
  • Ability to operate a personal computer in a Windows environment (Word, Excel, Outlook).
  • Ability to type with sufficient skill to complete forms and process data.
  • Ability to exercise good judgment and problem-solving skills.
  • Ability to organize, prioritize, and coordinate multiple work activities.
  • Ability to work independently in the absence of instructions.
  • Ability to maintain strict confidentiality.
  • Required to pass a fingerprint clearance by the FBI and DOJ.
  • All Court employees must take the Oath of Allegiance.

Nice to Have

  • Working knowledge of ADP Workforce Now, NeoGov, and SAP financial.
  • Experience processing payroll.
  • Experience with a public agency or court.
  • Possession of a valid driver's license or ability to provide alternate transportation.

Team & Environment
