The Economy Recovery and Development (ERD) Coordinator will lead emergency response efforts in cash and voucher assistance and basic needs programming in Sudan. Reporting to the Sudan West Deputy Director of Programs, this role is responsible for overseeing program design, implementation, and coordination with local partners and stakeholders in a complex and operationally challenging environment.
Responsibilities
- Adapt ERD delivery models to suit operational realities, including limited financial service providers, hawala systems, cash-in-hand distributions, and hybrid approaches.
- Design and implement high-quality programs in alignment with organizational standards, humanitarian principles, and the Outcomes and Evidence Framework.
- Use monitoring data, participatory data mapping, and community feedback to inform adaptive management and continuous program improvement.
- Ensure robust systems for beneficiary targeting, verification, accountability, and integration of protection principles.
- Lead the creation and periodic review of work plans and spending plans to ensure programs are effective, timely, and scalable.
- Conduct regular field visits to monitor implementation, identify challenges, and implement corrective actions.
- Assess and mitigate operational risks such as access limitations, liquidity constraints, and partner capacity gaps to maintain program feasibility.
- Collaborate with Technical Advisors to integrate technical tools, guidance, and best practices into program activities.
- Promote the integration of cash and voucher assistance across sectors to improve program quality and impact.
- Support the identification and tracking of funding opportunities that align with ERD strategic priorities.
- Lead the development of narrative and budget components for funding proposals in coordination with the Deputy Director of Programs and grants team.
- Support effective grant management through active participation in project cycle meetings and monitoring of work plans and deliverables.
- Oversee the development of strong monitoring and evaluation systems to enable data-driven decisions and reporting.
- Ensure timely and accurate internal and donor reporting in compliance with requirements.
- Work closely with finance, logistics, and grants teams to ensure compliance, sound budget management, and efficient use of resources.
- Develop and standardize reporting tools to ensure consistent and regular reporting from field teams.
- Produce regular internal updates highlighting program progress, emerging trends, and changes in the operating context.
- Represent the organization in the Cash Working Group and other coordination forums to support harmonized CVA approaches.
- Engage with financial service providers, market actors, and stakeholders to identify practical and scalable delivery mechanisms.
- Contribute to system-level discussions on the feasibility and scalability of cash and voucher assistance in hard-to-reach areas.
- Support advocacy efforts grounded in field evidence and operational realities.
- Lead a partner-first approach by collaborating closely with national NGOs in program design and implementation.
- Build partner capacity in cash and voucher delivery, program quality, and accountability systems.
- Ensure clear roles, responsibilities, and coordination mechanisms between the organization and implementing partners.
- Promote equitable partnerships and ensure partners are meaningfully involved in decision-making processes.
Requirements
- Demonstrated leadership and program management experience in humanitarian or development settings.
- Proven experience implementing cash and voucher assistance programs, including multipurpose cash assistance.
- Strong understanding of emergency livelihoods, agriculture, and market-based support interventions.
- Experience operating in highly constrained environments with access challenges and limited financial service provider options.
- Proven ability to lead program design and implementation in line with humanitarian principles and organizational standards.
- Experience applying adaptive management using monitoring data, participatory data mapping, and community feedback.
- Strong skills in beneficiary targeting, verification, accountability mechanisms, and protection mainstreaming.
- Experience developing and reviewing work plans and spending plans to ensure scalability and effectiveness.
- Demonstrated ability to conduct field visits and implement corrective actions based on findings.
