The Town of Holly Springs is hiring a Development Inspector I/II for its Development Services department. In this role, you will ensure all utility and roadway infrastructure within Town projects is installed correctly, adhering to established engineering standards, ordinances, and approved construction documents.
What You'll Do
- Perform technical inspections of infrastructure within the Town's right-of-way, including water, sewer, storm systems, and roadways, verifying installation meets standards.
- Communicate, coordinate, and schedule activities with developers, builders, engineers, and contractors throughout project lifecycles.
- Test installed roadways, fire lanes, and utility lines to confirm compliance with Town specifications.
- Coordinate road closures and traffic plans with Police, Fire, and Public Information teams.
- Track private development projects and accept public infrastructure on behalf of the Town.
- Communicate project milestones to contractors and development teams through written and verbal updates.
- Review and approve As-built Drawings submitted by engineering firms.
- Review permits issued by other agencies to verify compliance with Town conditions.
- Exercise judgment and provide interpretation of codes, standards, and ordinances for team members and design professionals.
- Ensure enforcement of State laws, local ordinances, and other municipal regulations.
- Coordinate with other Town divisions and departments to verify all development requirements are addressed.
- Coordinate utility certification submissions to the state for final acceptance.
- Provide customer service, technical guidance, and process information to the development community.
- Recommend updates to Town standards and policies to align with current construction practices.
- Compile project reports for use by the County, State, and internal stakeholders.
- Attend regular Department meetings to facilitate coordination and manage inspector workloads.
- Conduct plan review, document daily journals, and recommend approval or denial of plan modifications.
- Act as lead resource for the inspector team when the supervisor is unavailable.
What We're Looking For
- High School Diploma or equivalent.
- Experience working with water, sewer, reclaimed water, and roadway systems.
- Valid Driver's license.
- Ability to obtain utility distribution and collection certifications within a Town-specified timeframe.
- Ability to obtain an OSHA 10 Hour Safety Card and OSHA Shoring Card within a Town-specified timeframe.
- Must pass background and criminal history checks.
Nice to Have
- Associate's or bachelor’s degree from an accredited college in Construction Engineering, Civil Engineering, or a closely related field.
- Previous development inspection experience.
Team & Environment
Development Inspectors report to the Development Inspections Supervisor. You will work independently under general guidance from the Development Inspections Supervisor and Development Construction Manager.

- Salary Range: $61,382.76-$68,959.47 (Grades I/K)
