Parsons is seeking a Contracts Manager who thrives in a dynamic, high-impact environment. You will serve as the primary contracts authority for a significant border wall construction program across the southern United States, overseeing complex federal contractual relationships, land acquisition processes, and agile contract modifications to ensure successful program delivery.
What You'll Do
- Manage and facilitate all contract modifications and incentive/disincentive planning across multiple construction awards.
- Lead contract negotiations for professional services, engineering services, and construction programs, including initial awards and modifications.
- Analyze contractual terms, identify risks, and advise program leadership on complex issues and mitigation strategies.
- Develop and implement solutions for difficult contract issues and negotiate sensitive matters with federal clients and subcontractors.
- Direct a team supporting the customer as their contracting agent in administering prime and subcontracts.
- Collaborate with directorate and project management on proposal preparation, contract negotiations, and administration strategies.
- Interface directly with Federal Government Contracting Officers to review and resolve contractual issues, RFPs, and non-conforming terms.
- Manage a team of Contract Administrators, providing technical guidance, training, performance evaluations, and professional development.
- Make strategic staffing assignments and reassignments based on evolving company and project needs.
- Travel regularly to project sites, customer facilities, and contractor locations.
What We're Looking For
- US Citizenship with the ability to obtain a DHS suitability determination.
- Bachelor's degree in Business Administration, Finance, or a related field.
- 15+ years of prime contract administration experience with a large international engineering and construction firm.
- Strong written and oral communication skills with a proven ability to influence stakeholders at all levels.
- Comprehensive knowledge of engineering and construction industry business practices and prime contract negotiations.
- In-depth knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Thorough understanding of CPFF, FFP, and T&M contract types.
- Working knowledge of contract administration software and PC-based tools.
- Demonstrated ability to perform effectively in a management capacity.
- Construction contract modification expertise in fast-paced environments.
Nice to Have
- Proposal preparation experience, including initial submissions and change order management.
- Pricing and cost analysis expertise.
- Experience managing contracts with multiple subcontractors and teaming partners.
- Land acquisition knowledge and experience.
