Director Development is seeking a strategic Chief Information Officer (CIO) to lead the Defence Housing Australia (DHA) information and digital functions. This executive role is responsible for enabling the delivery of organisational strategy through technology, overseeing the Business Solutions and Technology (BS&T) Branch, and providing enterprise leadership for ICT, digital transformation, cyber security, and data governance.
What You'll Do
- Provide strategic leadership as an active and influential member of the DHA Executive Leadership Team.
- Set clear strategic direction for ICT that aligns with corporate strategy, government policy, and Defence requirements.
- Lead the development and stewardship of ICT, digital, and data strategies.
- Translate business and customer needs into technology-enabled solutions.
- Establish and maintain effective ICT governance frameworks, including investment prioritisation, risk management, assurance, and performance reporting.
- Provide regular assurance to the Executive and Board on ICT risk, capability, delivery, and maturity.
- Ensure appropriate cyber security, information security, and resilience controls are in place.
- Lead responses to significant ICT incidents and emerging technology risks.
- Oversee the ICT investment portfolio, ensuring initiatives are prioritised and aligned with strategic outcomes.
- Partner with senior leaders to understand business priorities and shape technology responses.
- Engage with Defence, central agencies, regulators, and external partners on ICT-related matters.
- Identify, develop, and deploy workforce capability to ensure required digital and technological expertise.
- Establish and maintain strong, productive relationships across DHA to enable integrated planning and cooperation.
- Represent DHA at senior-level cross-agency forums, working groups, and committees, and at Senate Estimates.
- Champion DHA-wide initiatives beyond the immediate function, contributing to organisational reform and improvement programs.
- Lead the BS&T Branch, which delivers IT Operations, Technology Partnerships & Architecture, Application Development & Integration, and Technology Refresh functions.
What We're Looking For
- Australian Citizenship.
- The ability to obtain and retain an AGSVA security clearance to the specified level.
- Willingness to serve a probation period for any new ongoing engagement to the Australian Public Service.
- Demonstrated senior executive leadership of enterprise-wide ICT, digital, and information capability.
- Proven ability to develop, implement, and steward enterprise ICT and digital strategies that align with organisational objectives, government policy, and Defence requirements.
- Extensive experience establishing and operating ICT governance, assurance, and control frameworks.
- Advanced leadership in cyber security and information security, providing strategic oversight of resilience, incident response, and technology risk management.
- Demonstrated capability to provide clear, evidence-based assurance and advice to Executives and Boards on ICT risk, delivery, capability, maturity, and emerging technology issues.
- Proven people and change leadership experience building high-performing multidisciplinary teams and delivering complex digital and technology transformation.
- Ongoing commitment to professional development and contemporary ICT leadership practice.
- Ability to shape strategic thinking, achieve results, cultivate productive working relationships, display personal drive and integrity, and communicate with influence.
- Technical proficiency in business improvement, organisational sustainability, transformational change, and strategic leadership in service delivery.

- Tertiary qualifications in ICT, business, data, digital, or a related discipline.
Team & Environment
You will lead a large multidisciplinary, specialist team within the Business Solutions and Technology (BS&T) Branch. The role reports to the Executive General Manager Strategy and Transformation and operates as a key member of DHA’s senior executive cohort.
Work Mode
This is an in-country position based in Australia.
