State of Colorado, Department of Revenue is hiring a Budget Manager

About the Role

The State of Colorado's Department of Revenue is seeking a dynamic and analytical Budget Manager. In this working manager role, you will personally develop, implement, and oversee key budgets and conduct essential analyses to equip leaders with data for strategic decisions. You will be a collaborative leader, guiding a team while directly contributing to critical financial planning for the state.

What You'll Do

  • Plan, direct, delegate, and review the development of expenditures and FTE budgets for assigned divisions under the direction of the Deputy Budget Director and Budget Director.
  • Coordinate the development of all internal budget development as well as budget requests, including decision items, budget amendments, and supplementals.
  • Coordinate the development of five-year forecasts for assigned cash funds, identifying fiscal viability issues and providing remediation recommendations.
  • Make multi-year revenue, expenditure, and fund balance forecasts, interpreting analysis results and explaining trends in revenues and fees.
  • Conduct research using current studies, methodologies, and data from a variety of sources to support revenue projections.
  • Assist in the legislative fiscal note process and review of budget submission schedules.
  • Lead the production, questioning, verification, and validation of detailed summary reports and financial presentations.
  • Coordinate the development of monthly updates to the fiscal year projection for assigned cash funds.
  • Supervise a team of budget analysts, ensuring work is timely and accurate.
  • Conduct annual performance evaluations, plan workloads, and perform hiring and disciplinary actions as necessary.
  • Meet the training needs of staff and allocate resources to meet section and department goals.

What We're Looking For

  • Eight (8) years of relevant experience in accounting, financial analysis and/or budget development.

Team & Environment

You will report to the Deputy Budget Director and Budget Director. This is a leadership role where you will supervise a team of budget analysts, ensuring the team's output supports the department's strategic objectives.

Work Mode

This position offers a hybrid work arrangement and is based in Denver, CO.
