West Virginia is looking for a Utilities Analyst 1 to begin a career in utility regulation and financial auditing. This entry-level position works under direct supervision, learning from higher-level analysts while taking responsibility for audits of small to medium utilities and assisting with audits of larger companies.
What You'll Do
- Aid higher-level utility analysts under direct supervision.
- Perform full-charge audits of small to medium-sized utilities.
- Assist in audits of large utility companies under supervisor control, performing work with minimal supervision after audit program approval.
- Travel in-state and out-of-state as required.
- Review utility formal case filings and financial statements.
- Analyze the financial condition of utilities, including capitalization ratios, cash flow, financing needs, and pro forma income statements.
- Prepare work plans and audit programs for case reviews and audits.
- Perform field or desk audits of utility financial books and records.
- Review and report on internal controls, compliance with accounting principles, system of accounts, and PSC rules.
- Conduct analysis of management efficiency.
- Write all or part of audit reports analyzing utility financial condition and issues for the Commission.
- Make recommendations regarding overall utility revenue requirements and proper rate schedules.
- Perform desk or memorandum reviews of utility rate change requests not requiring a field audit.
- Assist staff attorneys with accounting aspects of cases and establishing examination methods.
- Testify in rate hearings before the Public Service Commission on audit scope, adjustments, and financial condition.
- Assist the Legal Division in designing rates mandated by Commission decisions.
- Answer routine correspondence from utility customers on costs and surcharges.
- Perform related duties as required.
What We're Looking For
- Bachelor’s degree from an accredited college or university with a major in business administration, accounting, finance, economics, or mathematics.
- Alternatively, full-time or equivalent part-time paid professional experience in utility financial analysis, accounting, or auditing may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
- Thorough knowledge of generally accepted accounting principles, techniques of economic and financial analyses, and FASB procedures and statements.
- Ability to research FASB statements and drafts.
- Ability to research state and federal tax laws.
- Familiarity with preparation of audit programs and formulation of work plans.
Nice to Have
- Training in accounting such as a CPA, a master's degree in accounting, a bachelor's degree with a major in accounting, or a bachelor's degree with 24 semester hours of accounting.
- Professional experience with a public utility, utility regulatory agency, or a public accounting firm in the area of utility ratemaking or financial statement auditing.
Benefits & Compensation
- Salary range: $53,683 to $85,676.
