The Utilities Analyst 1 plays a foundational role in supporting the regulatory oversight of utility companies. This position involves conducting financial audits of small to medium-sized utilities with full accountability, while participating in audits of larger utilities under the guidance of senior staff. Work includes developing audit programs, executing field and desk reviews of financial records, and ensuring adherence to accounting standards, regulatory rules, and prior commission orders.
Key Responsibilities
- Conduct financial audits and prepare audit programs for approval by supervisors
- Analyze capitalization ratios, cash flow, financing needs, and projected income statements
- Review formal case filings, financial statements, and internal controls
- Assess management efficiency and financial health of utility providers
- Prepare written analyses and contribute to audit reports for commission review
- Recommend revenue requirements and appropriate rate structures
- Support legal staff in understanding accounting details during rate proceedings
- Provide testimony in rate hearings on audit findings and financial adjustments
- Respond to customer inquiries on utility billing components such as fuel charges and municipal fees
- Travel as needed within and outside West Virginia
Qualifications
Candidates must hold a bachelor’s degree in business administration, accounting, finance, economics, or mathematics from an accredited institution. A solid understanding of generally accepted accounting principles (GAAP) and financial analysis techniques is required. Familiarity with FASB standards, tax law research, and audit planning is essential. The ideal candidate will demonstrate the ability to work independently on technical assignments after initial supervision.
Preferred qualifications include CPA certification, a master’s in accounting, or substantial coursework in accounting. Prior experience with public utilities, regulatory agencies, or public accounting firms—particularly in ratemaking or financial auditing—will strengthen an application.
Technical Environment
Work involves applying GAAP, interpreting FASB pronouncements, using financial auditing tools, conducting economic evaluations, and researching state and federal tax regulations.
Compensation & Work Location
The salary range for this onsite position is $53,683 to $85,676. The role is based in Kanawha County, West Virginia, with periodic travel required for audits and hearings.
