The Oregon Department of Human Services is looking for a Transformation Project Research Analyst to join the Office of Reporting, Research, Analytics, and Implementation (ORRAI). In this limited-duration position, you will be instrumental in assessing the effectiveness of the Unified Children and Family Services Continuum as part of the agency’s Transformation Project.
What You'll Do
- Assist in developing and implementing outcome, process, and output measures to assess the effectiveness and impact of the Unified Children and Family Services Continuum.
- Support the design of data collection and analysis for an integrated, client-centered service delivery model that strengthens family well-being.
- Identify appropriate short- and long-term outcome metrics that reflect client progress, satisfaction, and experience, with a focus on equity, accessibility, and cultural responsiveness.
- Recommend practical, ethical, and sustainable data collection strategies when existing data sources are insufficient.
- Support the agency in planning for future research and evaluation efforts to assess the long-term effectiveness of transformation initiatives.
- Define key evaluation questions and identify relevant indicators to ensure data and measurement infrastructure are in place for future studies.
- Communicate clearly with diverse audiences and participate in committees and workgroups.
What We're Looking For
- A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods.
- Three years’ experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
- Two of the three years must have included coordinating complex research projects.
- Or, five years of research experience using computerized applications for similar tasks.
- Two of the five years must have included coordinating complex research projects.
Nice to Have
- A strong background in research design, program evaluation, performance measurement, and developing outcomes/outputs.
- Familiarity with logic models, theory of change frameworks, and using data to inform policy or systems redesign.
- Excellent written and verbal communication skills, with the ability to tailor messages to technical and non-technical audiences.
- A demonstrated commitment to inclusion, diversity, equity, and access.
Team & Environment
This position resides within the Office of Reporting, Research, Analytics, and Implementation (ORRAI), which is part of the ODHS Director's Office. You will work closely with research analysts, economists, systems analysts, program managers, and project managers.
