About the Role

The Technical Lead, DELIVER provides strategic oversight and technical guidance for integrated sexual and reproductive health (SRHR) and gender-based violence (GBV) programming in humanitarian contexts. This role ensures high-quality, evidence-based service delivery across crisis-affected countries, with a focus on adapting global standards to local realities in places such as Syria, Sudan, the Democratic Republic of Congo, and Yemen.

What You'll Do

Set the technical direction for SRHR and GBV initiatives across all DELIVER country programs, ensuring alignment with global humanitarian standards and IRC’s technical frameworks. Lead the adaptation of integration models based on local health systems, cultural context, and client needs. Strengthen clinical capacity through proven methodologies such as SRHR S-CORTs, WHO CMR/IPV training, Low Dose High Frequency (LDHF), and Values Clarification and Attitudes Transformation (VCAT).

Provide expert guidance on implementing the Minimum Initial Services Package (MISP), including emergency obstetric care, family planning, comprehensive abortion care, clinical management of rape, and HIV/STI services. Promote integrated approaches that embed GBV risk mitigation within SRH services and ensure survivor-centered, rights-based care for women and adolescent girls. Support country teams in building clinical supervision systems, engaging with Ministries of Health, and developing facility-level quality improvement plans.

Design and deliver technical support through remote and in-person training, mentorship, and supervision. Strengthen the capacity of local partners, especially women-led organizations, in SRHR and GBV standards and quality improvement. Document and share technical learning, case studies, and best practices to inform adaptive management and contribute to the global evidence base.

Facilitate peer learning across country programs and represent technical expertise in global forums such as the SRH Task Team, the Interagency Working Group on Reproductive Health in Crises, and GBV coordination bodies. Contribute to the development of technical tools and guidelines, and review program reports for quality and coherence. Support monitoring frameworks to ensure data-driven decision-making and continuous program improvement.

Requirements

Requires a minimum of 8 years in SRHR and/or GBV programming, with at least 5 years in humanitarian settings and 3 years in a technical leadership role for multi-country initiatives. Must have deep knowledge of SRHR in emergencies, including MISP, maternal and newborn health, family planning, abortion care, and HIV/STI services. Strong expertise in GBV programming—especially clinical management of rape, case management, and psychosocial support—is essential.

Proven experience in clinical capacity building using competency-based training, LDHF, and mentorship in low-resource or emergency contexts is required. Must demonstrate ability to translate global standards into context-specific programming and apply feminist, rights-based, and gender-sensitive approaches. Experience strengthening local partner organizations and working across multicultural, remote teams is critical. A Master of Public Health, Nursing, Midwifery, Medicine, or equivalent is required. Clinical background preferred. Fluency in French or Arabic is strongly desired. Willingness to travel 30–40% to complex and insecure environments is necessary.
