Role Overview
This position serves as a technical authority in cost estimation within a global project services environment. Working remotely from Chennai, Kuala Lumpur, or Manila, the specialist provides expert guidance across Downstream, Upstream, Integrated Gas, and New Energies projects. The role ensures consistency, accuracy, and technical integrity in cost forecasting throughout all stages of project development.
Key Responsibilities
- Lead the development and delivery of standardized cost estimates using established methodologies, historical benchmarks, and approved cost models
- Define estimate foundations and planning approaches, aligning cost projections with project scope, execution strategy, and timeline
- Produce estimates across maturity levels—from conceptual (Type 0) to detailed (Type 4)—applying appropriate classification and accuracy ranges
- Apply TECOP profiles to determine deterministic cost contingencies and incorporate project complexity factors
- Conduct benchmarking using internal data, industry standards, IPA reports, and comparative project sets
- Support validation, assurance, and review processes for cost estimates, ensuring compliance with governance standards
- Coach and develop frontline teams, fostering capability growth within the TAO-PS community
- Collaborate with project leads to deliver decision-ready insights, change impact analysis, and early risk identification
- Manage digital repositories, dashboards, and reporting tools, with a focus on automation and continuous improvement
- Facilitate estimate kick-offs, reviews, and knowledge transfer sessions across global teams
- Support the rollout, migration, and quality control of TAO systems and digital estimation tools
- Ensure adherence to company policies, technical standards, and compliance requirements
Qualifications and Experience
A university degree in Engineering or a related field is required, along with certification as a Project Services Manager or equivalent. Candidates must have a minimum of 12 years of hands-on experience in cost estimation within Oil & Gas, Petrochemicals, or similar industries. Demonstrated expertise in Project Controls, Scheduling, Cost Engineering, and Project Management is essential.
Proficiency in Excel and estimation platforms such as ASPEN TECH and CCET is highly valued. Prior experience with Level 1 Estimation capability, process optimization, and change initiatives strengthens candidacy. Strong organizational awareness, stakeholder management skills, and the ability to operate independently are critical. Certification from PMI or IPMA is a plus.
