Responsibilities
- Lead the execution of the Regional Technology Delivery Infrastructure under the TAAT program and manage the Program Management Unit’s financial, administrative, and reporting functions.
- Provide strategic direction across all components of the RTDI, including the PMU, Clearinghouse, Program Support Center, and Compact teams.
- Supervise daily administrative and monitoring operations within the Program Management Unit.
- Ensure timely preparation and submission of program work plans and budgets to the Bank for approval.
- Facilitate the disbursement of program funds to lead institutions in commodity value chains, enablers, and sub-grant partners.
- Coordinate the collection and review of quarterly and annual technical and financial reports from compacts for submission to the Bank and support visibility efforts through communications.
- Lead the development of the annual corporate report featuring success stories and lessons learned in collaboration with the TAAT Clearinghouse.
- Arrange internal and external audits, ensure timely reporting to the Bank, and follow up on audit recommendations.
- Develop and maintain an updated manual of administrative and financial procedures, ensuring adherence across the PMU and compacts.
- Verify that implementing partners comply with funding eligibility criteria, including dedicated bank accounts and accurate, timely financial reporting.
- Collaborate with the African Development Bank and other international financial institutions in designing regional and country-level investment programs and funding proposals.
- Evaluate performance of PMU staff and consultants and advise on contract renewals.
- Lead the creation of procurement plans and ensure compliance with Bank or institutional procurement standards.
- Coordinate program-wide activities such as monitoring and evaluation, procurement, financial oversight, supervision missions, and project reviews.
- Manage special studies including impact assessments, independent evaluations, environmental and social safeguards, and gender analyses as needed.
- Foster collaboration between CGIAR and non-CGIAR centers during country engagement missions in coordination with the TAAT Clearinghouse lead.
- Organize technical meetings and workshops with stakeholders and align reporting with the TAAT monitoring and evaluation framework.
- Oversee implementation of the TAAT II Addendum funded by the Federal Republic of Germany in line with AfDB guidelines.
- Manage recruitment processes for staff and consultants following applicable Bank or institutional rules.
- Represent the TAAT program at external forums and present program updates as required.
- Perform additional duties as assigned by the Director General or designated representative.
