Position Overview: This role leads on-site construction management, safety and health oversight, and environmental compliance for a U.S. Coast Guard task order in Sitka, Alaska. Operating under an IDIQ contract, the Superintendent/SSHO/Environmental Manager ensures that federal renovation projects meet strict quality, safety, and regulatory standards in a remote location with complex logistical demands.
Key Responsibilities
- Direct daily construction activities to maintain project timelines, coordinating planning, inspections, and workflow across multiple trades.
- Develop and support short-term scheduling, including 3-week look-ahead plans and pay estimate preparation, in collaboration with project schedulers.
- Assist in material takeoffs and ensure timely delivery of equipment and supplies to site.
- Support the project manager in defining subcontractor scopes and verifying on-time mobilization and progress alignment with the overall schedule.
- Inspect trade work to confirm compliance with design specifications, quality standards, and construction drawings.
- Lead weekly progress meetings and contribute to quality control planning, including preparatory inspections and documentation.
- Interpret technical plans and specifications to guide field execution and resolve discrepancies.
- Assist in cost estimating, bid package development, and budget coordination for project phases.
- Exercise stop-work authority for safety, health, or quality concerns, approve corrective actions, and authorize resumption of operations.
- Implement and oversee the company’s occupational safety and health program, including training, safety meetings, and field inspections.
- Supervise safe execution of all field operations for both in-house and subcontracted crews, managing site logistics and emergency preparedness.
- Review and coordinate Activity Hazard Analyses (AHAs) with subcontractors and ensure appropriate controls are in place.
- Conduct daily safety inspections and maintain detailed records of findings and follow-up actions.
- Produce daily reports, job logs, and narrative documentation as required by project and company standards.
- Promote a proactive safety culture through consistent communication and on-site engagement.
- Monitor work practices to ensure alignment with federal, state, and corporate safety requirements, project specifications, and approved AHAs.
- Enforce compliance with all applicable safety rules, including site-specific, agency, and company policies.
- Verify that tools, equipment, and resources meet safety standards and are fit for intended use.
- Provide technical oversight of construction activities on a day-to-day basis, with authority to halt work under unsafe or non-conforming conditions.
- Implement the government-approved Environmental Protection Plan (EPP), ensuring proper waste segregation, storage compatibility, and management of Satellite Accumulation Areas.
- Control access to waste containers, allowing only trained personnel to contribute materials.
- Ensure staff receive 40 CFR training appropriate to their roles and responsibilities.
- Coordinate waste container removal and maintain environmental records, including permit compliance and closeout documentation.
- Align environmental practices with applicable OSHA standards and coordinate regulatory compliance efforts.
Required Qualifications
- High School Diploma or GED equivalent.
- Minimum of ten years of recent construction experience, with at least five years serving as a Superintendent and five years as a Site Safety and Health Officer (SSHO) on federal renovation projects involving multiple trades.
- Dual-role experience as both Superintendent and SSHO for at least five years may satisfy both requirements.
- Valid 30-hour and 10-hour Construction Safety training certifications, along with 8-hour OSHA Supervisor training.
- Current CPR and First Aid certification.
- Proven experience working with environmental regulatory agencies, particularly the Alaska Department of Environmental Quality (ADEQ).
- Familiarity with 40 CFR (Environmental Protection), 49 CFR 100–199 (Hazardous Materials), 29 CFR 1910 (OSHA General Industry), and 29 CFR 1926 (Construction Safety).
- Working knowledge of EM 385-1-1 standards.
- Proficiency with Adobe, Microsoft Excel, Outlook, and Word for documentation and communication.
- Strong written and verbal communication skills, with the ability to engage effectively with clients, team members, and subcontractors.
- Self-motivated, organized, and capable of working independently in a dynamic, remote environment.
- Adaptable to changing conditions and project demands.
- Understanding of standard construction practices and occupational safety regulations.
- Ability to interpret and apply local, state, and federal codes.
- Eligible to obtain and maintain general clearance for access to military installations.
- Valid driver’s license compliant with REAL ID Act requirements.
- Must pass pre-employment background check and drug screening.
- Must be currently based in Sitka, AK, or willing to relocate.
- Work schedule requires six days per week, ten hours per day.
