Responsibilities
- Oversee the complete procurement lifecycle for fabrication contracts.
- Oversee the complete procurement lifecycle for blasting and painting services.
- Oversee the complete procurement lifecycle for packaging and logistics services.
- Oversee the complete procurement lifecycle for crane and heavy equipment rentals.
- Oversee the complete procurement lifecycle for transportation services.
- Oversee the complete procurement lifecycle for manpower supply agreements.
- Prepare, evaluate, and manage service contracts in line with project needs.
- Ensure adherence to technical standards, legal requirements, and commercial conditions.
- Minimize contractual and financial risks throughout project execution.
- Identify and engage qualified local and regional suppliers.
- Assess vendor capabilities in areas such as technical expertise, quality systems, production capacity, and financial health.
- Maintain and regularly update the Approved Vendor List (AVL).
- Monitor vendor performance using key metrics including cost, quality, delivery, and safety compliance.
- Lead initiatives to improve vendor performance and accountability.
- Review Purchase Requisitions and clarify scope details with Engineering or Project teams.
- Issue Request for Quotation (RFQ) documents to prequalified vendors.
- Conduct technical and commercial evaluations of vendor proposals.
- Develop comparative analyses and detailed cost breakdowns.
- Identify opportunities to reduce costs without compromising quality or delivery.
- Lead negotiations on pricing, payment terms, delivery schedules, liquidated damages, and warranty conditions.
- Finalize contracts in alignment with organizational risk policies.
- Issue Purchase Orders and Work Orders upon required approvals.
- Monitor progress of service delivery against project timelines.
- Coordinate with QA/QC, Planning, and Project teams for seamless execution.
- Manage change orders, variation claims, and approved deviations.
