Role Overview
As the Lead Business Analyst, you will play a central role in advancing IT capabilities for NIH/HHS programs. Your work will focus on analyzing business processes, identifying areas for improvement, and transforming operational needs into effective technical solutions. You will ensure all initiatives align with federal policies and service standards.
Key Responsibilities
- Lead business analysis activities to support critical objectives within the NIH/HHS ecosystem
- Analyze existing workflows to uncover inefficiencies, gaps, and opportunities for system optimization
- Engage with stakeholders across agencies to collect and validate requirements
- Translate business needs into clear technical specifications and system designs
- Drive instance consolidation efforts to streamline and integrate ServiceNow platforms
- Produce and maintain detailed documentation, including process maps, system specs, and business requirements
- Lead workshops and collaborative sessions to align teams around solution design
- Apply ITIL 4.0 principles to improve service delivery and operational performance
- Support implementation teams to ensure solutions meet business goals and compliance standards
- Track project progress, risks, and outcomes, providing regular updates to leadership
- Stay informed about federal regulations and emerging trends impacting NIH/HHS IT strategy
Required Qualifications
- Minimum of 10 years in IT or business analysis with a focus on process evaluation and stakeholder coordination
- Proven track record in planning and executing instance consolidation projects
- ITIL 4.0 certification with practical application in service management environments
- Strong analytical abilities to solve complex operational challenges
- Excellent written and verbal communication skills for engaging diverse audiences
- Direct experience working within NIH/HHS settings, including familiarity with agency-specific policies
- Proficiency in creating and managing detailed documentation
- Ability to manage multiple priorities in a fast-moving, regulated environment
- Current Public Trust Clearance or ability to obtain an NIH badge
Preferred Qualifications
- Hands-on experience with ServiceNow instance optimization and migration
- Knowledge of NIH-specific tools, systems, and technical environments
- Advanced degree in Information Technology, Business Administration, or related discipline
