About the Role

Family Health International (FHI 360) is hiring a Senior Monitoring, Evaluation and Learning Officer to play a critical role within the STRIDES Activity. This position oversees day-to-day MEL activities, manages quality data collection, analysis, and reporting to ensure evidence-based decision-making, providing home office backstopping to a large-scale global project.

What You'll Do

  • Provide overall technical direction to project staff for planning, implementing, and reporting against the Activity Monitoring, Evaluation, and Learning Plan (AMELP).
  • Lead MEL activities in close collaboration with country teams, supporting staff and partner capacity building.
  • Monitor and maintain project protocols, instruments, data sets, manuals, training materials, and reports.
  • Ensure AMELP implementation remains technically sound and adheres to company strategy and standard operating procedures.
  • Develop technical briefs, reports, and materials to facilitate research, best practices, and the implementation of evaluation plans.
  • Analyze MEL data to identify areas for improvement and propose appropriate technical strategy and guidelines.
  • Assist with the implementation of research studies by providing technical support and overall management.
  • Collaborate with the project team to interpret data sets and other assessment findings.
  • Develop and monitor MEL plans and budgets.
  • Participate in client meetings and draft report presentations.
  • Prepare reports and papers summarizing project results and analyzing data sets.
  • Provide technical support in the development and dissemination of tools, materials, and reports for research projects.
  • Provide quality assurance on MEL deliverables and reported data.

What We're Looking For

  • A Master’s Degree in Public Health, International Development, Economic Development, or a related field.
  • At least 6 years of experience developing and implementing monitoring and evaluation methodologies, including impact evaluations.
  • Experience managing data collection activities and providing M&E technical assistance to projects.
  • Prior work experience in an NGO, government agency, or private organization.
  • Experience working with diverse teams and applying research-to-practice principles to support program implementation.
  • Ability to effectively communicate and utilize research and technical content for practical application.
  • Must be able to read, write, and speak fluent English.
  • Must be able to read, write, and speak fluent Spanish OR French.
  • In-depth knowledge of MEL concepts, practices, and procedures.
  • Deep knowledge of MEL quality standards.
  • Proficiency with database management software.
  • Sensitivity to cultural diversity and understanding of political, contextual, and ethical issues.
  • Articulate, professional communication skills with clients and staff.
  • Excellent organizational, analytical, and demonstrated project management skills.
  • Demonstrated proficiency with Microsoft Office Suite.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to solve problems and implement corrective action.
  • Creativity, problem-solving, ability to collaborate effectively, and independent thought.

Nice to Have

  • Project Management (PM) Certification.
  • 7-8 years of relevant experience.
  • Experience working internationally.
  • Direct experience with Knowledge Management and Communication.
  • Knowledge of other languages.

Team & Environment

You will work directly with country teams, technical teams in the home office, global partners, and clients.

Benefits & Compensation

  • Annual salary range: USD 93,000 - USD 104,000 (US Based Hiring Salary Range)
  • FHI 360 contributes 7% of monthly base pay to a money purchase pension plan account.
  • 18 days of paid vacation per year for full-time staff.
  • 12 sick days per year for full-time staff.
  • 11 holidays per year for full-time staff.
