About the Role

The City of New York's Department of Consumer and Worker Protection (DCWP) is seeking a Senior Budget Manager. You will be responsible for monitoring and managing the agency's most complex budget portfolio, providing critical financial analysis and guidance. In this role, you'll report directly to the Assistant Budget Director and play a key part in ensuring fiscal responsibility and transparency.

What You'll Do

  • Manage the largest and most complex portfolio of Personnel Services budgets.
  • Prepare monthly financial reports and provide regular budget reviews, analytical support, and guidance to divisions.
  • Review and track New Need submissions, ensuring accuracy and adherence to agency requirements.
  • Track projected forecasts and commitments, preparing regular expenditure reports and analyzing discrepancies between planned and actual expenses.
  • Participate in technical budget activities, including modifications, accruals, journal entries, and variance reports within the City's Financial Management System (FMS).
  • Track agency hires, separations, vacancies, leaves of absence, and pending staffing actions.
  • Assist in compiling the OMB's template for monthly and ad hoc PAR submissions and coordinating responses to OMB questions.
  • Analyze and approve Job Postings, Civil Service List Requests, and Job Offers for budget and headcount authorization.
  • Assist the Budget Office with the preparation of various reports as needed.
  • Perform other budget analyses and special projects.
  • Serve as a mentor to Budget Managers, providing guidance, coaching, and technical support.
  • Act as a lead point of coordination for team deliverables in the supervisor's absence.

What We're Looking For

  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; OR
  • A valid New York State Certified Public Accountant license.

You will be part of the Budget Office within the Office of Financial Management, which is part of the Administration and Planning Division. You will report directly to the Assistant Budget Director.

Benefits & Compensation

  • Salary: $88,849 - $94,000
