The HALO Trust is seeking a Programme Manager to lead and grow its critical operations in Gaza. You will be responsible for delivering safe, impactful humanitarian action, establishing HALO’s presence, managing a diverse team, and navigating a complex crisis environment to support recovery efforts.

What You'll Do

Further establish HALO’s presence in Gaza and provide leadership for the programme, ensuring that operations are carried out safely and in line with SOPs and contractual obligations.
Enact the initial programme strategy, iterating where necessary.
Further develop the programme structure and concept of operations, responding to needs, funding, and ground realities.
Maintain open and professional relations with colleagues, promoting a strong team spirit and providing guidance, oversight and resources to enable staff to perform successfully.
Develop and sustain trusting and productive relationships with mine action, UN, NGO, and other relevant partners.
Work with HOR & Donor Relations Manager to identify funding opportunities, develop donor relationships, prepare concept notes and proposals, and brief as required.
Work with regional and UK Finance to oversee sound financial and budgetary management in line with HALO procedures, donor obligations, and applicable regulations.
Work with UK and US Comms to support campaigns and events to raise awareness of HALO’s work with media and prospective donors.
Grow the country programme portfolio to maximize scale, reach, and impact by building a strong network of partnerships and diversifying programme resources.
Oversee risk management and compliance across all programme activities, including operational, political, security, financial, procurement, environmental, reputational, and health and safety.
Maintain a culture of safety and security throughout the country programme.
Take primary responsibility for management of safety and security for the country programme, including response to accidents, incidents and near misses.
Keep security, evacuation and contingency plans current and accessible to country programme staff.
Train and develop national and international staff, as well as those of local partners, to enhance skills and capabilities to support programme requirements.

What We're Looking For

Experience in planning and successfully implementing mine action projects, including target setting, budget design and operational management.
Demonstrable success in a similar role, including leadership in a complex environment.
Excellent communication and interpersonal skills, able to build effective working relationships with national and international staff.
Excellent spoken and written English.
Microsoft Office literacy.
Ability to multi-task, plan & prioritise tasks effectively, and work calmly under pressure.
Effective team player, able to motivate and create a strong team spirit.

Nice to Have

Experience in remote operations management.
Experience working in the Middle East.
Arabic language skills.
SAFE, HEAT and First Aid qualifications.
IMAS EOD qualifications.
Familiarity with humanitarian response architecture, UN cluster system, UN Security Council & other political bodies.
Financial management experience, including use of Adaptive Insights, Netsuite, or similar.
Knowledge of international procurement.

Team & Environment

You will work closely with the Programme Manager for the West Bank and report directly to the Head of Region – Gaza & West Bank.

Compensation: £51,912
Living overseas allowance.
Shared accommodation in a rented HALO apartment or house, provided at nil cost plus food allowance.
49 days annual leave per year, increasing to 56 days after 2 years’ service.
Three economy return flights to the member’s official home address (or an alternative location up to an equivalent cost).
