MyFlorida (Department of Management Services) is hiring a Planning Consultant

About the Role

MyFlorida’s Department of Management Services is looking for a Planning Consultant (MS Analyst II) to join the Systems Evaluation Unit. In this role, you will be critical to maintaining the functionality and efficiency of HSMV software applications and systems, ensuring they meet statutory, rule, and procedural requirements. You will provide project management support, assist in software testing, and maintain effective communication with a wide range of stakeholders.

What You'll Do

  • Maintain the overall functionality and efficiency of HSMV software applications and systems in accordance with Florida statute, DHSMV rule, policy, and procedures.
  • Provide project management support to the Systems Evaluation Unit.
  • Assist the MS Analyst I team in executing various forms testing including user acceptance testing, sprint testing, regression testing, and end-to-end system testing.
  • Help isolate and document the cause of systematic issues and recommend solutions for implementation.
  • Review and approve or accept that system integrity is maintained and issues are resolved before code changes are released to the production environment.
  • Assist the Operations Services Manager in maintaining the integrity of the lab environment.
  • Document requirements and requests and develop written communications and analytical reports.
  • Maintain timely and effective communications with managers, the unit, ISA, other bureaus, and external stakeholders.

What We're Looking For

  • Knowledge of Florida statutes and HSMV rules, policies, and procedures related to driver licenses and motor vehicles.
  • Skill in the use of Microsoft Office applications such as Word, Excel, PowerPoint, and MTM (Microsoft Test Manager).
  • Skill in the use of Florida Driver License Information System (FDLIS), Florida Real-Time Vehicle Information System (FRVIS), Motorist Maintenance (MM), Virtual Office (VO) and/or Online Registration and Identity Operating Network (ORION) applications; Driver License Issuance, Motorist Maintenance, Electronic Filing System and/or MyDMV Portal.
  • Ability to facilitate medium to large groups of people at various organizational levels for planning, problem solving, or strategy development.
  • Ability to analyze and interpret technical and business data.
  • Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices.
  • Ability to organize data into logical format for presentation in reports, documents and other written materials.
  • Ability to conduct fact-finding research.
  • Ability to provide technical assistance.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to evaluate existing systems and recommend improvements.
  • Ability to understand the needs of the business as a whole and its strategic direction in order to write business requirements.
  • Ability to develop and maintain clear and concise analytical documentation for complex projects including process flow diagrams.
  • Demonstrated ability to apply technological solutions to business processes.
  • Ability to mentor or train staff when necessary.
  • Excellent Communication Skills (Written and Verbal).
