About the Role

The International Rescue Committee (IRC) is hiring a MEAL Officer to join our team in Iraq. You will be responsible for maintaining data and reporting, acting as the focal point to monitor the progress of program activities across all projects, implemented directly or with partners. Your core mission is to ensure accurate information is gathered in a timely manner according to established MEAL Framework tools and processes.

What You'll Do

  • Lead and collaborate with partners and IM focal points to ensure data reporting for grants-based indicators on monthly levels and in line with reporting frameworks.
  • Lead on integrating and applying MEAL activities into project workplans including client satisfaction surveys, post distribution monitoring, baseline/endline studies, annual statistics, and clients count.
  • Conduct regular field visits to partner and direct implementation sites to ensure effective monitoring of programmatic activities and support in filling in an Adjacent Observation Report.
  • Work closely with programs information management focal points on conducting data quality assessment and regular data reviews.
  • Support in evaluation-based exercises for grants including qualitative data collection, oversight of enumerators, and support in needs assessments.
  • Conduct regular data review meetings with IRC and partner staff to improve data reporting and management and identify capacity building needs related to M&E and reporting.
  • Train team members and partners’ staff on the various relevant M&E and programmatic forms and surveys.
  • Conduct regulated capacity sharing meetings with partners based on the findings of the PCA and any relevant developed work plan to ensure partners are well equipped with the IRC Standards of Monitoring and Evaluation.
  • Conduct regular field visits to support and build the capacity of the M&E partner staff on M&E principles and practices and to ensure proper monitoring of the project.
  • Assist with the analysis of survey and qualitative data and produce report to present the findings.
  • Plan and initiate all pre and post intervention assessments and surveys.
  • Assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and other assessments if needed.
  • Assist and support the Senior MEAL Manger in developing MEAL toolkits for sectors, projects, and partner-based activity.
  • Provide capacity building and coaching to the M&E Assistant and Enumerators on data collection, data cleaning, updating progress of targets from grants, and consolidating monthly reports from field staff and partners.
  • Lead on mainstreaming Client Responsiveness and Accountability (CRA) practices across focal grants.
  • Ensure the execution and implementation of IRC's Client Responsiveness and Accountability (CRA) channels in the field offices.
  • Raise community awareness about access and eligibility to services, expected staff behavior and client feedback and safeguarding mechanisms, and how to use them.
  • Supervise the collection of client feedback while carrying out project activities.
  • Report on client needs, preferences, and feedback to their supervisor.

What We're Looking For

  • Bachelor’s degree in information management and systems, computer science, data science, biostatistics, business administration, economics, or a related field.
  • Minimum of 2 years of relevant working experience in M&E, preferably in humanitarian activities and interventions.
  • Demonstrated experience in developing and implementing evaluation /assessment tools (e.g. questionnaires, focus group discussions).
  • Demonstrated experience and knowledge in developing and managing databases.
  • Demonstrated experience and capacity in conducting field-level data collection and data entry.
  • Demonstrated experience and knowledge in data analysis and reporting.
  • Proven experience in leading a team to ensure high quality data collection analysis, and reporting.
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Excellent interpersonal and problem-solving skills, creativity, and flexibility.
  • Personal qualities: work well in and promote teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in Arabic and English are required.

Nice to Have

  • Experience of working with major institutional donors and INGO experience is preferred.
  • Certification or specific training in Statistics and/or Data Management is preferred.
  • Proficiency in the use of statistical methods for socio-economic research is preferred.

Team & Environment

Position reports to: Senior MEAL Manager. Position technically supervised by: Senior MEAL Manager. Position directly supervises: N/A. Other Internal and/or external contacts: Internal: Operations and Programs departments. External: Beneficiaries/Refugees, Other NGOs and Service Providers.

Benefits & Compensation

  • 13th month salary per year.
  • 21 days of leave and 15 days of paid holidays per year.
  • IRC provides health insurance for staff and their dependents.
  • Compensation range: 2,026,545 - 2,634,509 Iraqi Dinars, based on various factors including the labor market, job type, internal equity and budget as well as calibrated by work location, individual candidate experience and skills relative to the defined job requirements.

This is a local-country position based in Iraq.
