What You'll Do
As MEAL Lead, you will shape and execute the monitoring, evaluation, and learning framework for a multi-component education programme operating in complex, conflict-affected environments. You will ensure high-quality data collection, analysis, and reporting across all project areas, using both qualitative and quantitative methods to track progress toward key outcomes.
You will lead the development and management of a robust M&E system, integrating data from field teams, partners, and national assessments. Your work will directly inform adaptive management decisions, including the refinement or discontinuation of underperforming models through a fail-fast approach. You will oversee the national Learning Outcomes and Quality Assessment (LOQA), manage data governance, and ensure timely, gender- and disability-disaggregated reporting using the Washington Group questions.
You will produce regular performance reports, lead quarterly reviews on cost-effectiveness and learning trends, and translate findings into actionable recommendations. You will also supervise data teams, build partner capacity, and ensure evidence is used by government counterparts and donors such as FCDO, GPE, and ECW. Close coordination with technical staff and leadership will ensure data informs programme design and national education recovery planning.
Requirements
- Advanced degree in social science, international development, education, statistics, or a related field from an accredited institution
- At least 10 years of professional experience in MEAL for education programmes in fragile or conflict-affected contexts
- Proven track record in designing and managing M&E systems for donor-funded projects, particularly those accountable to FCDO or similar agencies
- Strong expertise in adaptive management, data-driven decision-making, and using evidence to guide programming adjustments
- Experience conducting monitoring in hard-to-reach areas and leading data quality assessments
- Fluency in English, with excellent writing and communication skills for diverse audiences
- Experience ensuring data is disaggregated by gender and disability, including use of standardized tools like the Washington Group questions
