The Green Climate Fund (GCF) is hiring a Liaison Officer to be embedded within Papua New Guinea's National Designated Authorities (NDAs) or other relevant agencies. This role is the primary liaison between the GCF Secretariat and the country, supporting the NDA in all matters concerning GCF climate action to unlock transformative climate investments and strengthen national capacities.
What You'll Do
- Support the development of the Papua New Guinea country programme with GCF, following GCF guidance.
- Assist the NDA in coordinating consultative processes to identify key areas for results related to NDCs/NAPs/LTSs and develop project ideas aligned with national strategies.
- Assist in identifying potential partners for implementing the Country Programme, including direct access entities.
- Assist in developing and reviewing country programme drafts in collaboration with the NDA and GCF Secretariat.
- Facilitate and assist the NDA in implementing the country programme, including annual reporting.
- Engage/assist the NDA in co-developing draft Terms of Reference (TOR) for readiness support as needed.
- Assist the NDA to facilitate stakeholder engagement with ministries, private sector, civil society, etc., to identify capacity gaps.
- Assist in completing the Financial Management Capacity Assessment (FMCA) form if required.
- Support the NDA with adaptative management requests as required.
- Contribute to midterm reviews of readiness activities and provide input for adjusting TORs as needed.
- Contribute to capacity-building by imparting skills and knowledge to the NDA and stakeholders.
- Provide advice, guidance and clarifications to the NDA, accredited entities, and stakeholders on GCF policies, procedures and instruments.
- Assist the NDA in developing project ideas, concept notes and funding proposals for public and private sectors.
