The State of Oregon’s Department of Administrative Services seeks an Investigator (Human Resource Analyst 3) for a temporary assignment. You will provide essential capacity to the Chief Human Resources Office (CHRO) unit by conducting complex, sensitive, and high-risk HR workplace investigations across numerous state agencies, ensuring compliance and fair process.
What You'll Do
- Conduct complex, sensitive, and high-risk investigations at numerous state agencies.
- Apply and interpret various Collective Bargaining Agreements, policies, and agency-specific rules.
- Conduct counter-complaint investigations made against agency management and/or HR staff.
- Review predicate investigatory work performed by agency HR staff.
- Testify in arbitration or hearings to defend investigative work and decisions.
- Work to negotiate agreements.
What We're Looking For
- A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Applied Behavioral Sciences, Industrial Relations, or a job-related course of study; AND three years of Human Resource professional-level experience.
- OR a valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute; AND four years of Human Resource professional-level experience.
- OR six years of Human Resource experience, with four at the professional level.

- Demonstrated experience in planning and conducting complex HR-related workplace investigations.
- In-depth knowledge, experience, and application of a wide variety of human resource principles.
- Ability to work independently, prioritize workload, and follow up.
- Ability to communicate confidently and effectively, verbally and in writing.
- Ability to maintain strict confidentiality.
