International Rescue Committee (IRC) is hiring an INEE Minimum Standards Integration in planning processes, South Sudan- Consultancy

About the Role

The consultant will advance the integration of the 2024 INEE Minimum Standards into education planning in South Sudan by engaging stakeholders, delivering capacity-building activities, developing practical tools, and providing direct technical support to ensure application within current planning efforts such as Transitional Education Plans and Humanitarian Response Plans.

Responsibilities

  • Conduct a desk-based assessment to identify key education planning processes where the 2024 INEE Minimum Standards can be incorporated, ensuring alignment with national strategies and crisis-responsive priorities.
  • Lead a launch workshop to introduce the project, present the updated INEE Minimum Standards, and demonstrate their relevance to national education planning cycles.
  • Deliver capacity-building workshops for national and subnational education actors, emphasizing practical use of the INEE MS and jointly creating a localized user guide.
  • Produce a practical and accessible INEE MS Planning User Guide tailored to South Sudan, including checklists, templates, implementation steps, and real-world examples.
  • Conduct targeted technical support sessions and consultations with education planning entities such as the Ministry of Education, Education Cluster, and Technical Working Groups to embed INEE MS in planning documents.
  • Offer hands-on support during the development or revision of planning documents by reviewing drafts, aligning content with INEE MS principles, and advising on inclusion of relevant standards.

Requirements

  • Demonstrated experience working in education in emergencies or crisis-affected settings.
  • Strong knowledge of the INEE Minimum Standards or similar education frameworks in humanitarian contexts.
  • Proven track record in education sector planning, including Transitional Education Plans, Education Sector Plans, or Humanitarian Response Plans.
  • Experience facilitating training and workshops for government and non-government stakeholders.
  • Ability to design practical and user-friendly tools and guidance materials for education planning.
  • High proficiency in written and spoken English.
  • Capacity to collaborate effectively with UN agencies, coordination clusters, and government ministries.
  • Demonstrated ability to provide technical inputs to education planning documents.

Nice to Have

  • Familiarity with the education landscape in South Sudan or the East Africa region.
  • Experience engaging with the IASC Education Cluster or similar coordination mechanisms.
  • Understanding of disaster risk reduction policies and their integration into education planning.
  • Prior experience adapting global education standards to local contexts.

Work Arrangement

Local-country — Juba, South Sudan — Consultant must be based in or travel to Juba for in-person engagements; remote work permitted for specific tasks.

Team

Consultant will collaborate with a multi-agency team, report to the INEE Minimum Standards Coordinator, and work in coordination with UNICEF, UNESCO, and IASC Education Cluster country teams.

Additional Information

  • This is a consultancy role, not a permanent employment position.
  • The consultant is responsible for their own travel, accommodation, and equipment costs; no financial support will be provided by IRC/INEE.
  • The project is part of a Proof of Concept initiative with potential for future expansion.
  • Deliverables are organized across three phases: Inception, Development of Tools and Capacity Sharing, and Integration into Planning Processes.
  • Phase 1 deliverables include a Project Roadmap Document and one stakeholder workshop with a feedback summary.
  • Phase 2 deliverables include two orientation and consultation workshops with materials and attendance reports, and a final draft of the INEE MS Planning User Guide in English.
  • Phase 3 deliverables include at least three targeted technical engagement sessions with reports and technical inputs to a minimum of two draft planning documents.
  • Fluency in English is required for all documentation and communication.
