Responsibilities

  • Oversees a portfolio of subcontracts and memoranda of understanding, ensuring partners meet deliverables, performance indicators, and reporting obligations.
  • Collaborates with program managers to establish goals, milestones, performance metrics, evaluation criteria, and timelines.
  • Helps design performance measures for grant programs that support organizational mission and intended outcomes; creates logic models outlining implementation steps, inputs, outputs, and outcomes.
  • Interprets contractual regulations and determines required terms for inclusion in grant applications and contract solicitations; develops standardized templates to clarify contractual language.
  • Engages with grantees to explain project scope, contract conditions, reporting expectations, performance benchmarks, monitoring protocols, and payment processes; identifies emerging issues and technical assistance needs.
  • Utilizes the Automated Contract Information System (ACIS) or successor platform to track contract progress, manage administration, generate reports, and ensure proper fund allocation for services.
  • Fosters strong relationships with grantees to better understand and respond to operational needs and challenges.
  • Organizes and leads training sessions for grantee staff on monitoring procedures, results-based management, accountability frameworks, and outcome expectations.
  • Conducts remote and in-person reviews of client records, program documentation, and service delivery to confirm adherence to grant requirements and effectiveness.
  • Prepares monitoring reports with corrective action recommendations; identifies performance gaps, suggests improvements, and proposes non-payment or contract termination when necessary.
  • Supports program teams in crafting grant proposals aligned with organizational goals and funder criteria, ensuring proposed activities are monitorable for compliance.
  • Acts as a compliance advisor during grant application development; reviews compliance content and coordinates with program and finance teams to compile supporting materials for timely submissions.
  • Disseminates funding opportunity announcements and maintains organized, accurate records of grant-related activities, applications, and communications.
  • Attends meetings to communicate contract-related issues to agency and grantee staff; summarizes audit findings and prepares grantee status reports for administrative review.
  • Delivers continuous training and technical support to grantees to improve contract management capabilities.
  • Supports data collection and review processes for performance reports, invoices, and service documentation; collaborates with program, finance, and data staff to uphold quality and deadlines.
  • Provides training or assists in training data system users and communicates database policies and procedures to grantees.
  • Records and maintains transaction data for contracting, reporting, invoicing, and monitoring activities within departmental tracking systems.
  • Performs additional duties as required.
