Tetra Tech is hiring a Flood Risk Practice Leader/Program Manager to lead and expand our flood risk and watershed services, primarily along the U.S. East Coast from North Carolina to South Carolina, with national support potential. You will serve as a senior technical manager and client-facing leader, providing expert oversight for flood risk, adaptation, and resiliency planning; hydrologic and hydraulic modeling; and floodplain mapping while driving market growth and ensuring quality.
What You'll Do
- Lead client engagements and serve as the primary relationship manager for key municipal and county government accounts, converting strategic relationships into repeat work and new business.
- Support proposal strategy and capture by identifying opportunities, leading technical approach development, assembling teams, and presenting to prospects.
- Provide program-level leadership for medium-to-large flood risk and watershed projects, ensuring technical excellence, on-time delivery, and profitability.
- Serve as reviewer and approver for technical deliverables, including modeling reports, hydraulic reports, and floodplain mapping.
- Build and mentor multidisciplinary teams of modelers, engineers, and GIS analysts, delegate tasks, and ensure staff development and succession planning.
- Establish and monitor project budgets, schedules, and technical risk mitigation plans, and escalate and resolve complex technical or client issues.
What We're Looking For
- A Bachelor’s degree in Civil Engineering, Water Resources, Hydrology, or a related field.
- A minimum of 15 years of relevant experience with at least 10 years in leadership, client development, and program management roles.
- Deep understanding of modeling concepts and workflows sufficient to evaluate and direct modeling strategies and conduct high-level technical reviews.
- Proven success managing cross-functional teams and delivering complex flood risk, stormwater, and watershed projects.
- A demonstrated business development track record and ability to leverage client relationships to win projects, with priority on relationships in Charlotte-Mecklenburg, Fayetteville, Greensboro, Raleigh, Greenville, Columbia, Richmond, and NC/SC state agencies.
- Strong organizational skills, attention to detail, and excellent written and oral communication skills.
- Willingness to travel within the East Coast region and nationwide as required.
Nice to Have
- Professional Engineer (PE) license, preferably in NC or SC, or the ability to obtain reciprocity within 6 months of hire.
- Certified Floodplain Manager (CFM) certification.
- Familiarity with Microsoft Office Suite (Word, Excel, Outlook) for documentation and communication.
- Strong attention to detail and commitment to producing high-quality work.
- Excellent verbal and written communication skills to collaborate effectively with team members and stakeholders.
- Time management skills to prioritize tasks and consistently meet tight deadlines.
- Adaptability and openness to feedback in a dynamic project environment.
- A team-oriented attitude with the ability to work collaboratively across departments.
