About the Role

Lumen Technologies is hiring a Lead Technical Business Development Manager (Pre-Sales IT Solutions Engineer) to define our professional services solution strategy for the Public Sector (FED/SLED). This role is responsible for scoping solutions, developing pricing and margins, and securing bookings by translating complex customer business needs into comprehensive proposals.

What You'll Do

  • Collaborate with Sales, Solution Engineers, and Solution Architects to identify revenue opportunities with new and existing customers.
  • Identify, understand, and solve complex professional service requirements.
  • Develop services solutions and estimates using Lumen capabilities and ecosystem partners.
  • Present solutions and approaches effectively to customers and internal executives.
  • Write Statements of Work and Rough Order of Magnitude pricing for proposals.
  • Interface with Sales and account management to identify and refine new opportunities.
  • Meet with customers and prospects to pitch Lumen professional services capabilities.
  • Interface with various Lumen teams including Marketing, Procurement, Service Delivery, Legal, Contracts, Billing, Product Management, and Engineering.
  • Educate the Sales team on the professional services portfolio.
  • Contribute to the creation of reusable knowledge artifacts for the team.

What We're Looking For

  • Excellent English communication and written skills for writing Statements of Works and Proposals.
  • A minimum of 10 years of progressive experience, including 3 to 5 years in consulting, business development, technical management, or operations.
  • MUST have Public Sector (FED/SLED) experience.
  • MUST be a US Citizen to work in the FED space and able to pass a background check.
  • MUST have 2+ years of solution engineer experience in the IT space.
  • Experience and skills to quickly scan RFPs and create/drive solutions and SOWs.
  • Ability to interface with customers remotely to gather requirements and drive solutions.
  • Ability to present solutions to customers.
  • Proficiency with the MS Office Suite (Word, Excel, PowerPoint, Teams).
  • Working knowledge of SalesForce.
  • Excellent planning, decision-making, and problem-solving skills.
  • Ability to thrive in a high-paced environment with changing priorities and manage a consistent stream of opportunities.
  • Adept at multi-tasking and juggling multiple parallel opportunities.
  • Detail-oriented in solution development and SOW creation following the SMART framework.
  • A consultative mindset to probe, understand requirements, and create appropriate solutions covering Lumen's professional services offerings.

Nice to Have

  • Demonstrated success in pre-sales support for consulting and professional services opportunities.
  • Industry knowledge in areas like Professional Security Services, SAP, migrations, SLAs, cloud platforms (AWS, Azure), managed hosting, colocation, ITIL/ITSM, and IT Services.
  • A professional consulting-level Bachelor's degree with 8+ years of experience.
  • 6+ years of experience with a Master's Degree.
  • Typically 5-7 years of related experience with 1+ year of supervisory/leadership experience.

  • Location-based pay ranges: $103,711 - $138,281 in AL, AR, AZ, FL, GA, IA, ID, IN, KS, KY, LA, ME, MO, MS, MT, ND, NE, NM, OH, OK, PA, SC, SD, TN, UT, VT, WI, WV, WY. $108,896 - $145,195 in CO, HI, MI, MN, NC, NH, NV, OR, RI. $114,082 - $152,109 in AK, CA, CT, DC, DE, IL, MA, MD, NJ, NY, TX, VA, WA.
