Responsibilities
- Conducts cost-benefit evaluations of energy efficiency initiatives and maintains documentation of sources, methodologies, and conclusions.
- Reviews scope of work for efficiency measures, evaluates contractor-prepared measure approval materials and cost-benefit assessments, offers improvement recommendations, and approves final versions for release.
- Collaborates with the Measure Development Manager to assess how program design choices affect analysis scoping.
- Determines which assumptions in measure analyses require validation through evaluation or market research and coordinates with internal teams, PMCs, and regional entities to gather supporting data.
- Tracks updates to federal and state codes and standards, evaluates their impact on baseline efficiency levels, and integrates findings into cost, savings, and cost-effectiveness projections; shares results with planning teams and programs.
- Engages in external committees, working groups, pilots, and collaborative efforts with organizations like NEEA, RTF, and CEE to support regional goals and identify data or technologies for new or updated measures.
- Acts as a technical expert to refine the measure development process and provides training and mentorship on tools and templates to staff and contractors.
- Prepares regulatory submissions and reports for the Public Utility Commission and other public or oversight bodies.
- Investigates, defines, and helps design pilot projects and evaluation strategies for emerging technologies and innovative approaches.
- Manages and improves archives of projects and measures to support analytical and decision-making processes.
- Delivers presentations and leads discussions with regional and national energy efficiency forums.
- Responds to unplanned requests for technical information and engineering expertise.
- Completes additional duties as assigned related to job functions.
- Executes all responsibilities with adherence to safety protocols.

Work Location Expectation
This position is expected to report to the Portland office quarterly at a minimum for all staff and other in-person meetings.
Geographic Flexibility
We are open to candidates who live throughout Oregon and Washington.
