Job Overview: HSO Uganda seeks an Economic Recovery Coordinator to provide strategic leadership and oversight of livelihoods programming aligned with the country's strategic action plan. The role is crucial in advancing economic recovery vision, ensuring programming meets global standards, and delivering evidence-driven interventions that strengthen resilience for crisis-affected populations. The Coordinator will manage the livelihoods portfolio, supporting implementation of urban refugee and multi-generational projects funded by various foundations. Responsibilities include coordinating with internal and external stakeholders, liaising with technical advisors, and expanding programming through strategic partnerships and business development. Based in Kampala, the Coordinator reports to the Deputy Director of Programs, maintaining matrix management of ERD Managers and collaborating with various organizational departments. Major Responsibilities include: Strategy and Program Development: - Provide technical leadership for economic recovery portfolio - Develop organizational livelihoods strategy - Identify growth opportunities and innovative programming models - Lead business development initiatives Technical Leadership: - Ensure market-driven, inclusive, and evidence-based programming - Promote data-informed interventions - Champion collaborative multi-sectoral approaches - Facilitate learning and best practices sharing Project Management: - Oversee high-quality implementation of livelihoods activities - Provide technical support across program cycle - Prepare donor reports - Manage budget and program expenditures Stakeholder Engagement: - Develop relationships with external organizations - Advance private sector connections - Manage implementing partnerships - Participate in professional working groups Human Resources Management: - Provide technical and managerial oversight - Build team capacity - Support recruitment and performance management - Ensure compliance with organizational policies Requirements: - 6-8 years professional livelihoods programming experience - Bachelor's degree in international development - Partnership experience with private, civil, and government sectors - Business development expertise - Team management skills Competencies: - Strong leadership abilities - Advanced project management skills - Stakeholder engagement capabilities - Administrative and operational proficiency - Excellent communication skills - Analytical and innovative problem-solving Working Environment: Security level varies across Uganda, with position based in Kampala and requiring field travel.
