About the Role

Haka Inc. is hiring a DTS Travel Clerk to provide essential travel coordination and administrative support for the USINDOPACOM J0 organization at Camp Smith in Aiea, HI. You will be responsible for the Defense Travel System (DTS), ensuring compliance with regulations and supporting personnel throughout the travel process.

What You'll Do

  • Assist J0 Staff with updating personnel profiles, routing lists, and accounting information in DTS.
  • Verify users' profiles are correctly assigned to the proper command organization and DTS travel label.
  • Engage with Comptroller staff to update user profiles as needed.
  • Verify sufficient funds are available in the DTS budget module for upcoming travel.
  • Inform the assigned Approving Official (AO) of pending orders requiring approval.
  • Review travel requests and vouchers to validate compliance with Joint Travel Regulations (JTR), component guidance, and mission requirements.
  • Review travel requests to ensure the correct budget label is used for expenses.
  • Ensure commercial transportation reservations utilize GSA city-pair fares when feasible.
  • Validate hotel fees align with authorized per diem rates and requested per diem covers official travel dates.
  • Ensure any variance is supported by proper justification or authorization.
  • Verify pre-trip substantiating documentation is electronically attached to travel requests.
  • Review travel vouchers to ensure receipts and supporting documents are attached.
  • Ensure all travel documents and transactions are audit-ready and compliant with JTR and DoD FMR.
  • Develop user guides for new employees on applying for a government travel card, getting a DTS account, and creating travel requests and vouchers.
  • Develop Standard Operating Procedures (SOPs) for continuity purposes addressing Command-specific travel processes.
  • Coordinate with directorate personnel to obtain information for audit tasks.
  • Coordinate with comptroller staff to obtain reports for Government Travel Card (GTC) delinquencies and DTS outstanding vouchers.
  • Notify J0 staff members to clear outstanding GTC and voucher delinquencies within five days of returning from travel.
  • Track and maintain an organization structure of AOs for each J0 special staff office, updating quarterly.
  • Track users' DTS training information and contact them when refresher training is required.
  • Make phone calls to directorate action officers, resource managers, travelers, or DTMO to address outstanding vouchers or resolve discrepancies.
  • Conduct a quarterly review of the Separation of Duties (SOD) report to submit for waiver approval.
  • Maintain records of all SODs submitted and their approval status.

What We're Looking For

  • Minimum 2 years' experience as an Organizational Defense Travel Administrator (ODTA), Agency Program Coordinator (APC) for the government travel card program, or Approving Official (AO).
  • High skill level in utilizing the Defense Travel System (DTS) and Navy Enterprise Resource Planning (ERP).
  • Knowledge of the Joint Travel Regulations (JTR) and the DoD Financial Management Regulations (FMR).
  • Knowledge of travel pay rules and procedures to interact effectively with DTS, including processes related to DTS and per diem.
  • Strong communication skills, with the ability to interact efficiently with both military and civilian employees of all ranks.
  • Basic computer skills (ability to navigate webpages, make entries, use a mouse, enter data on basic spreadsheets).
  • Proficiency in using Microsoft Word, Excel, PowerPoint, and SharePoint.
  • Strong mathematical skills, including the ability to add, subtract, multiply, and divide.
  • A Bachelor's degree in any field of study.
