We are recruiting an exceptional Deputy Program Manager (DPM) to provide strategic leadership, comprehensive oversight, and operational management across multiple contracts. THIS POSITION IS CONTINGENT UPON CONTRACT AWARD The remote role requires 25% travel, offering opportunities to drive exceptional program execution while cultivating robust customer and subcontractor relationships. Key Responsibilities Leadership & Program Execution: Collaborate with Program Manager to guide and orchestrate multiple work groups encompassing planning, task order management, budgeting, property oversight, and procurement. Ensure all deliverables meet stringent quality, scheduling, and cost parameters. Coordinate regional workforce allocation, site visits, client interactions, and compliance monitoring. Support continuous improvement initiatives, resource redirection, and implement strategic enhancements. Operational Management: Supervise cost, schedule, and technical performance across program task orders. Lead proposal development and submission processes. Serve as primary client communication liaison during Program Manager's absence. Develop strategic plans addressing contract requirements and emerging client needs. Monitor innovations, manage resource deployment, provide personnel selection guidance, and oversee regional staffing strategies. Stakeholder Engagement: Function as primary customer interface, delivering performance updates and ensuring satisfaction. Consistently engage stakeholders, adapting processes to meet expectations. Implement customer satisfaction protocols, capture relevant metrics, and participate in corrective action investigations. Financial & Compliance Oversight: Manage funds, ensuring strict adherence to contractual, task order, and organizational/governmental policy requirements. Monitor safety, financial, and technical performance metrics. Quality & Process Improvement: Spearhead portfolio-wide quality enhancement initiatives, maintaining comprehensive document control processes including Standard Operating Procedures and Quality Management Plans. Staff Development & Team Management: Cultivate team morale through mentorship, training, and career development strategies. Conduct performance evaluations, manage staffing requirements, and optimize resource allocation. Strategic Growth & Business Development: Support business expansion efforts through proposal writing, performance documentation, and technical submissions. Identify growth opportunities within existing contracts. Qualifications Education & Licensing: Master's degree in related field with active highest-level state clinical license in counseling, social work, or psychology. Experience: 6+ years leadership experience in behavioral health care operations across Department of Defense, corporate, and civilian sectors. Extensive clinical supervision background, Service Level Agreement negotiation expertise, and wellness service proficiency. Strong understanding of military mission activities, treatment facilities, behavioral health, and EAP services. Program Management Office experience preferred. Subcontractor management capabilities. Certifications & Skills: PMP certification (obtainable within six months) Lean Six Sigma or CPHQ certification preferred Clinical supervisory credential recommended Minimum Secret security clearance Leadership & Strategy: Demonstrated capacity to lead, mentor, and develop teams within government contracting environments.
