United Way of Greater Los Angeles is hiring a Data & Evaluation Manager

Responsibilities

  • Design and manage integrated data workflows connecting donor, program, and financial systems to strengthen relationship and data management capabilities.
  • Enforce data governance policies to ensure consistency and accuracy of donor, program, and fiscal information across platforms.
  • Maintain an up-to-date directory of subaward agreements with real-time access for county partners to support oversight and reporting.
  • Create standardized, API-compatible data submission templates for community organizations and service providers.
  • Compute cost-per-outcome and return on investment metrics using consistent, approved methodologies.
  • Define performance and fidelity benchmarks for service providers based on both standard and program-specific indicators.
  • Monitor the fair allocation of funding across regions, priority populations, and organizational capacity levels during each funding cycle.
  • Track progress toward capacity-building objectives for service providers throughout the life of their contracts.
  • Use equity-focused tools like the Justice Equity Needs Index (JENI) to verify program locations serve underrepresented communities identified through community engagement.
  • Conduct internal assessments of program outcomes, performance, and adherence to contractual obligations.
  • Develop and manage interactive dashboards using Tableau and SQL to deliver timely impact insights to leadership, board members, and funders.
  • Gather, verify, and submit program data to the county on a quarterly or as-needed basis to support public reporting and dashboard development.
  • Generate monthly reports, summaries, and presentations detailing program activity, performance metrics, and monitoring results.
  • Test artificial intelligence tools to improve outcome tracking and reporting efficiency, measuring time savings for future planning.
  • Collect and analyze aggregate participant data using both numerical and narrative methods to assess program impact.
  • Ensure service providers meet reporting requirements, including timely invoices, data submissions, and participant consent forms for evaluation.
  • Onboard community partners to data systems and resolve reporting challenges directly and efficiently.
  • Collaborate with county agencies and external partners through shared forums to standardize responses to late reporting and invoicing.
  • Establish a formal escalation process for late submissions, detailing identification, resolution, and communication protocols with the county.
  • Gather and analyze data on service provider effectiveness and prepare evaluation reports upon request.
  • Submit annual and final close-out reports, including program, financial, and outcome summaries, along with fund reconciliation.
  • Produce biannual reports for county and advisory committees highlighting best practices, challenges, and recommendations for improvement.
  • Deliver written and verbal updates to advisory committees to incorporate feedback into program strategies.
  • Document data definitions, dashboard logic, and reporting procedures to ensure consistency across teams and systems.
  • Lead training sessions on data tools, dashboards, and entry standards following system updates.

Requirements

  • High school diploma or GED is required.
  • Minimum of five years of experience in program development, evaluation, data analysis, or grantmaking.
  • Proven experience managing external compliance reporting, including deadline tracking, data validation, and issue escalation.
  • Comfort with a hybrid work model, including required in-office presence in DTLA on Tuesdays, Thursdays, and as needed.
  • Commitment to racial equity as a core organizational value, with ongoing engagement in diversity, equity, and inclusion learning.
  • Curiosity about emerging technologies and AI, with a focus on practical applications to improve efficiency and impact.
  • Proficiency in SQL, Power BI, and at least one data visualization platform such as Tableau, with ability to independently write queries and build dashboards.
  • Direct experience working with community-based or service provider organizations to collect, clean, and report program data.
  • Applies an equity-focused perspective to data, critically examining representation and gaps in data sets.
  • Strong communication skills with the ability to translate complex data into clear, actionable narratives for non-technical stakeholders.

Nice to Have

  • Experience in fiscal intermediary, pass-through funding, or government-contracted roles with rigorous compliance and stakeholder communication standards.
  • Hands-on experience building and maintaining data intake systems for external partners, including onboarding, troubleshooting, and ongoing support.
  • Familiarity with equity indices such as JENI and experience using them to guide strategic resource allocation decisions.
  • Prior experience piloting AI tools for reporting or outcome tracking, with informed views on practical utility versus trends.
  • Track record of producing compelling reports for government or philanthropic funders that combine data with narrative storytelling.
  • Collaborative mindset with a tendency to share information early and treat cross-functional partners as co-owners of outcomes.
  • Adaptable and patient when working with community organizations, able to meet partners at their technical level and build trust around compliance.
  • Receptive to feedback, willing to iterate quickly, and proactive in identifying and addressing process issues.
  • Proficient in Microsoft Windows and core applications including Outlook, Word, PowerPoint, and Teams.
