OCT Consulting, LLC seeks a Contract Closeout Specialist (Junior) to support Federal Government clients, primarily the Department of Homeland Security (DHS) and Customs and Border Protection (CBP). You will facilitate the closeout of various contract types by collaborating with multiple stakeholders and ensuring all contractual and financial documentation is finalized.
What You'll Do
- Collaborate with CBP personnel, Program Offices, Auditors, and Contractor points of contact to facilitate closeouts.
- Locate and assist in identifying CBP contracts eligible for closeout.
- Ensure physical contract completion by securing all required written documents and concurrences in the contract file.
- Interpret financial reports, including SAP data, invoices, disbursements, and Undelivered Orders (UDOs).
- Receive and process requests to de-obligate excess funding.
- Draft closeout documents such as Business Clearance Memorandums (BCMs), SF30 modifications, and FPDS-NG records.
- Update databases, spreadsheets, and systems to reflect accurate closeout actions.
What We're Looking For
- A minimum of 2–3 years of professional work experience as a Contract Specialist or in Contracting and Procurement.
- Experience supporting an acquisition office in the Contract and Procurement Series (1102).
- Experience in closing various contract types, including Firm-Fixed Price, Cost-Reimbursement, Time and Material, Labor Hour, and hybrid contracts.
- Strong working knowledge of the Federal Acquisition Regulations (FAR).
Nice to Have
- A background established as a federal government employee, a contractor supporting a Federal or commercial acquisition office, or a combination of both.
- Proven ability to interpret Department of Homeland Security (DHS) Acquisition Regulations, DHS manuals and guides, and CBP policies.
