Mercy Corps is seeking a consultant to deliver a rigorous, policy-relevant analysis examining the relationships between market activity and Multi-Purpose Cash Assistance (MPCA) outcomes in Sudan. This work will directly inform donor engagement, program design, and strategic decisions around layering MPCA with market support interventions.
What You'll Do
- Lead the technical analysis in close coordination with CCS research and markets teams.
- Review CCS MPCA registration and Post-Distribution Monitoring (PDM) datasets, including indicators related to food security, basic needs, and coping strategies.
- Analyze whether MPCA outcomes vary systematically across localities with different levels and patterns of rural, intermittent market activity.
- Analyze if MPCA appears to be more effective in contexts with higher pre-existing rural intermittent market activity.
- Analyze whether market functioning improves in areas following MPCA distribution, reflecting demand-side effects.
- Interpret patterns of market activity and MPCA outcomes to inform the design and delivery of market-based support.
- Generate preliminary, evidence-based signals on where market support interventions may be most warranted by identifying mismatches between market activity patterns and MPCA outcome changes.
