Washington Health Benefit Exchange is hiring a Cloud Application and Solutions Architect to serve as the expert-level technical authority, providing vision and direction for the organization's development initiatives. This role offers technical leadership for teams and ensures architectural designs align with strategic IT goals.
What You'll Do
- Lead development initiatives to architect, design, develop, and deliver mission-critical solutions.
- Document technical design specifications, workflows, and translate complex requirements into software designs.
- Plan and coordinate reviews for technical deliverables and write/review designs for IT solutions.
- Provide technical consultation and oversight on complex projects, leading teams in process development.
- Lead technical planning and development of new applications and enhancements.
- Assess project feasibility, define technical requirements, and analyze data and system performance.
- Lead security design reviews and ensure compliance with technical audits.
- Collaborate with management on staffing, resourcing, and interface/data conversion planning.
- Establish policies, procedures, and technical guidance, ensuring development standards are followed.
- Oversee application development throughout its lifecycle, ensuring code and security reviews are conducted.
- Align development with the IT strategic roadmap and architecture, ensuring solutions meet quality standards.
- Coordinate with vendors to align technical solutions with organizational standards.
- Act as a technical visionary for emerging technologies like PaaS and DevSecOps, and strategize architectural approaches.
- Research and guide integration of new technologies, lead proof-of-concepts, and coach team members.
- Serve as a liaison between system integrators, business staff, state agencies, and partners.
- Consult with business and IT units on enterprise design and provide technical expertise to resolve system issues.
What We're Looking For
- 10+ years in IT project development with experience in cloud solutions and architecture, DevOps/CI-CD, and Agile (SCRUM/KANBAN).
- 4+ years of experience planning technical architecture and implementation.
- 2+ years in architecture roles and experience serving as a technical expert.
- Strong experience with enterprise object-oriented systems and architecture.
- Demonstrated leadership, mentoring skills, and experience managing development teams as a servant leader.
- Proven ability to communicate concepts clearly in writing and collaborate across departments.
- Experience in project management, technical analysis, DevSecOps, and security compliance.
- Knowledge of audit/risk assessment processes, development best practices, SDLC, and Agile methodologies.
- Experience in strategic planning, architectural design, quality assurance, and managing stakeholder expectations.
- Proficiency in implementing CI/CD methods and managing software releases.
- Experience with cloud-native tools, Azure PaaS, and a commitment to continuous learning.
- Experience working with an enterprise architecture team and advising executive leadership.
- Demonstrated ability to drive innovation with technologies like Cloud, Agile, and DevSecOps.
- Skilled in technical review, architectural design, and collaborating with cross-functional teams.
- Experience in guiding and mentoring teams on technical work items and deriving solutions.
- Experienced in systems analysis, architecture, and design.

Benefits & Compensation
- Full salary range: $109,719.00 to $164,579.00 annually, with a midpoint of $137,149.00.
- Hiring range: $126,177.00 to $137,149.00 annually.
