Family Health International (FHI 360) is seeking a Subcontracts Officer to manage the full lifecycle of subcontracts for the STRIDES project. This role provides essential expertise to ensure compliance with donor rules and regulations while supporting the standardization of administrative processes.
What You'll Do
- Manage the administrative processes of subcontract management and administration from pre-award to closeout.
- Provide professional expertise to ensure full compliance with donor rules and regulations.
- Conduct comprehensive assessments of subcontract implementation requirements and subcontractor capacity.
- Interpret donor (USG and non-USG) rules and regulations to support project standardization.
- Prepare and review subcontract packages and associated documents.
- Lead, supervise, and collaborate with other staff in effective subcontracts portfolio management.
- Coordinate with the project team to ensure adequate subcontractor management, monitoring, and oversight.
- Lead the development and analysis of subcontract solicitations and issue requests for proposals (RFPs).
- Manage subcontract set-up in the procure-to-pay and/or financial management system.
- Advise senior management on matters of risk and recommend alternative approaches.
- Develop and maintain strong relationships with counterparts and respond to audit matters.
- Train other staff in standardized procedures for efficient subcontract management.
- Conduct periodic reviews of the subcontract portfolio to ensure compliance.
- Monitor and track subcontractor progress and performance, escalating issues to leadership.
- Participate in the review of subcontractor invoices for allowability and reasonableness.
What We're Looking For
- Bachelor’s Degree or international equivalent in Business Administration or a related field.
- Minimum of 8+ years of experience managing project-level awards, subcontracts, and international project management.
- At least 5 years of negotiating experience and direct management of a diverse portfolio of complex subcontracts.
- Comprehensive knowledge of USAID rules and regulations (i.e., FAR, subcontracts).
- Expertise in USG acquisition processes.
- Experience working in a not-for-profit or non-governmental organization (NGO).
- Experience working with international donors.
- Knowledge of donor (USG and non-USG) rules, regulations, and contracting concepts.
- Effective customer management and highly articulate oral and written communication skills.
- Good knowledge of strategic planning methodologies and experience creating and documenting processes.
Nice to Have
- Project Management (PM) Certification or equivalent.
- Prior supervisory or mentor experience.

Team & Environment
Works in partnership with operations staff and other enterprise services staff. Consults with FHI 360’s Contracts Management Services (CMS) team and may supervise or collaborate with other staff.
Benefits & Compensation
- Compensation: USD 120K - 132K (US Based Hiring Salary Range)
