American Rheinmetall is looking for a Subcontract Administrator to develop and execute project and program management processes for both internally funded and Department of Defense contract projects. In this role, you will be responsible for creating resource loaded schedules, performance reporting, managing baseline changes, and reporting project performance.
What You'll Do
- Proactively develop and manage supply base to ensure best in class quality, cost, delivery, and technical capability
- Assess, manage, and mitigate risks related to subcontractors
- Work cross-functionally with both internal and external stakeholders
- Issue and maintain subcontracts through purchase orders
- Align deliverables on contracts to customer requirements for schedules and payments
- Generate, distribute, follow-up and analyze requests for quote
- Negotiate supplier agreements and Terms & Conditions
- Issue, collect, negotiate and analyze RFQs and cost breakdowns with new and existing suppliers
- Assess suppliers’ capabilities on quality, delivery and commercial capability
- Understand government regulations (FAR & DFARS) and restrictions such as ITAR
- Enhance supply chain processes and procedures where necessary to improve productivity and accuracy
- Schedule and track material deliveries based upon production schedule and other program requirements
- Confer with contractors to obtain product or service information such as price, availability and delivery schedule
- Drive cost savings initiatives such as annual price review, VA/VE, and others as assigned
- Work with the compliance officer to secure import and export permits and TAAs as necessary
What We're Looking For
- Knowledge of the US DoD process and procedures for vehicle development and acquisition
- Currently holds or can obtain SECRET US Defense clearance
- Knowledge of FAR and DFARS and Military Standards and regulations
- Ability to work under time constraints in a high paced environment
- Must be able to communicate effectively in a variety of settings and be able to assimilate complex instructions easily
- Demonstrate an enthusiasm to engage with and support overseas colleagues
- Must promote collaboration and facilitate teamwork across the organization and its external service providers
- Must display exceptional listening and analytical skills
- Shall support and encourage performance by motivating individuals and teams to achieve high performance
- High level of self-motivation and standards with the ability to multi-task
- BS in Supply Chain Management, Business Administration, Business Law, Contractual Law or related field
- 6-10 years of experience writing and interpreting contracts including terms and conditions in the defense industry
- 5+ years of experience with defense articles, preferable with ground vehicles
- Experience with bid capture, contract negotiations and delivery planning
- Experience working in a multi-national, multi-organizational and corporate environment
- Experience with supply chain management and purchasing in a highly regulated industry
- Must undergo and meet company standards for background check, employment verification, reference checks and controlled substance testing
- All employment at ARV is contingent upon the ability to obtain and maintain a government security clearance, if the position requires it
Nice to Have
- Purchasing experience supporting large complex US Defense programs
- In-depth knowledge of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) contracting requirements
- Ability to travel up to 25% of the time. Occasional travel to Europe may be required
Team & Environment
This role reports to the Supply Chain Manager.
