Higher Education Coordinating Commission is hiring a State Grants Coordinator – PA1 - Bilingual in Spanish/English Required

The State Grants Coordinator (PA1) plays a key role in administering state-funded financial aid programs through the Office of Student Access & Completion. Based in Salem, Oregon, this full-time permanent position centers on managing the Oregon Promise grant, ensuring students meet eligibility and renewal criteria, and processing applications with accuracy and fairness.

Key Responsibilities

  • Evaluate student applications and exemption requests for Oregon Promise, making determinations in alignment with state regulations.
  • Monitor student renewal eligibility and issue timely communications about deadlines, required documentation, and award status.
  • Deliver training and informational sessions in both English and Spanish on state grants and the ORSAA application process.
  • Respond to inquiries from students, institutions, and community members, providing clear guidance on program rules and procedures.
  • Support budget oversight by tracking expenditures, assisting with reconciliation, and analyzing spending trends.
  • Resolve FAFSA/ORSAA identification issues and manage data matching for grant eligibility.
  • Process applications under HB2910, including account creation, verification coordination with correctional agencies, and direct student outreach.
  • Compile reports, research best practices, and contribute to continuous improvement of grant operations.

Qualifications

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a related field is required. Alternatively, a combination of education and experience totaling three years of technical-level work that demonstrates relevant knowledge and skills may be accepted. Fluency in both English and Spanish—spoken and written—is mandatory.

Preferred candidates will have experience in financial aid administration, particularly with state or federal student grants, and a background working with underserved and diverse populations. Strong organizational abilities, attention to detail, and adaptability in a changing environment are essential. Proficiency in Microsoft Office, including Excel and Access, is expected, along with experience in data collection and analysis.
