Cigna Healthcare is looking for a State Government Affairs Director to be a key contributor to our Government Affairs team. This individual will analyze state government trends and represent The Cigna Group's interests with state officials and regulators. The role requires legislative, regulatory, and direct lobbying experience.

What You'll Do

  • Analyze and monitor critical state government trends, proposed legislation, regulations, and industry issues to support a favorable business environment.
  • Analyze and recommend company positions on state legislative and regulatory proposals, administrative actions, and emerging issues.
  • Represent The Cigna Group’s interests with state elected officials and regulators at all levels, including Governors, senior administration staff, Commissioners of Insurance, Attorneys General, and state legislators.
  • Provide information on current legislative, regulatory, and government activities to senior staff and communicate effectively with enterprise partners.
  • Work with enterprise partners by leading regulatory inquiries, ensuring timely, thorough, and well-documented responses.
  • Act as a resource to enterprise partners in compliance and regulatory initiatives.
  • Collaborate with sales and account teams to provide government relations expertise for securing and retaining business.
  • Represent The Cigna Group in state and national industry associations and business organizations, managing relationships to strengthen company influence.
  • Manage special projects, developing action plans and managing completion.

What We're Looking For

  • At least 5+ years of experience in legislative analysis, lobbying, direct regulatory interaction, or equivalent experience in a healthcare industry.
  • Excellent communication, interpersonal and negotiation skills, with the ability to interact with and influence enterprise management, market and account teams, retained counsel, state legislators, regulators, and trade associations.
  • Demonstrated ability to manage retained counsel and trade and business association relationships.
  • Knowledge of client products, ability to analyze legislative proposals, recognize their potential impact, and communicate with affected business partners.
  • Strong analytical and problem-solving skills.
  • Ability to work independently, exercise judgment, and manage multiple competing priorities.
  • Creativity, flexibility, and excellent organizational skills.
  • Ability to deal with clients internally and externally, including relationships with Government Affairs and enterprise partners.
  • Bachelor's Degree.
  • Must be located in Missouri to travel to the office when needed.
  • For home-based work, an internet connection via cable broadband or fiber optic with speeds of at least 10Mbps download/5Mbps upload.

Team & Environment

Reports to the State Government Affairs Senior Director.

This is a hybrid position based in Missouri.
