The Oregon Department of Human Services is hiring a Solid Waste Engineer (Environmental Engineer 2) to provide critical engineering oversight for complex permitted solid waste disposal and treatment facilities, conversion technology facilities, beneficial use applications, and site investigations. You will ensure the highest standards of engineering practice and environmental protection.
What You'll Do
- Serve as project manager providing engineering oversight for complex permitted solid waste disposal and treatment facilities, conversion technology facilities, beneficial use applications, permit exemption requests, site investigations, and corrective actions.
- Provide engineering evaluation of permit applications, modifications, and required plans to ensure compliance with all legal and professional standards.
- Conduct inspections and site investigations, and determine compliance with DEQ regulations.
- Work closely with DEQ’s cleanup staff to manage disposal or beneficial use of solid waste from cleanup sites, address redevelopment of old landfills to mitigate environmental impacts, and assist with cleanup of orphan disposal sites.
- Serve as an engineering resource and provide technical expertise for other staff.
What We're Looking For
- 5 years of engineering experience, OR 2 years of engineering experience and a Bachelor's degree in an engineering field (e.g., environmental, chemical, civil, mechanical).
- 1 year of experience in an environmental protection/control program.

- Extensive experience in solid waste management and landfill gas management.
- Engineering expertise in solid waste management technology, and solid waste disposal and treatment facilities.
- Experience evaluating permit applications and modifications to the highest engineering standards.
- Working knowledge of geology, hydrogeology, chemistry, and chemical principles.
- Experience conducting field work including site investigations and inspections of active/closed landfills, conversion technology facilities, material recovery facilities, compost and transfer stations, and contaminated industrial sites.
- Experience making compliance determinations and recommending corrective actions to meet local, state, and federal requirements.
- Excellent verbal and written communication skills; experience communicating complex technical information to lay audiences.
- Experience representing an agency at public hearings and writing clear reports on complex regulatory determinations.
- Demonstrated experience building relationships with a diverse group of partners; skill in conflict resolution, negotiation, and collaboration.
- Experience researching complex waste or cleanup technologies and proposing solutions; experience serving on technical committees.
- Strong project management skills, including managing multiple complex projects with shifting priorities.
