Program Overview Our organization supports the Centers for Medicare & Medicaid Services (CMS) under the Health Insurance Oversight System (HIOS), a critical platform within the Center for Consumer Information & Insurance Oversight (CCIIO). HIOS serves as the definitive system for collecting, validating, and managing nationwide health insurance plan information. It ensures compliance with Affordable Care Act (ACA) regulations, facilitates marketplace supervision, enables plan certification workflows, and promotes transparency in health coverage options for millions of Americans. We play a crucial role in enhancing CMS's oversight capabilities by delivering secure, cloud-based infrastructure, DevOps automation, CI/CD pipeline optimization, and application modernization services that improve data integrity, system performance, and operational efficiency across the federal health insurance landscape. Position Overview We are recruiting a DevOps Engineer for our CMS HIOS modernization program. This junior-to-mid-level position will help construct, automate, and optimize CI/CD pipelines, cloud infrastructure, and deployment processes while supporting a secure and compliant DevSecOps environment. The ideal candidate is eager to learn, technically motivated, and comfortable collaborating in Agile delivery teams. This role directly contributes to improving CMS's health plan data oversight and maintaining high-availability systems critical to federal health operations. Core Responsibilities - CI/CD Pipeline Development: Build and maintain automated pipelines using Jenkins, GitLab CI/CD, or GitHub Actions. - Cloud Infrastructure: Provision and manage AWS resources such as EC2, S3, IAM, RDS, and ECS using Terraform, Ansible, or CloudFormation. - Automation & Scripting: Develop Python, Bash, or PowerShell scripts to streamline deployment and maintenance tasks. - Containerization: Deploy and manage Docker-based workloads, including orchestration via AWS ECS. - Monitoring & Logging: Configure and maintain monitoring dashboards and alerts using CloudWatch, Prometheus, Grafana, or Splunk. - DevSecOps Integration: Implement security controls, scanning, and IAM best practices within CI/CD workflows. - Cross-Functional Collaboration: Work with developers, cloud engineers, testers, and product teams to support continuous delivery. - Documentation: Maintain high-quality technical documentation for pipelines, environments, scripts, and automation components. Minimum Qualifications - U.S. Citizen or Green Card Holder with 3+ years of U.S. residency and ability to obtain/maintain a Public Trust clearance. - Bachelor's degree in Computer Science, Information Systems, Engineering, or equivalent professional experience. - 3+ years of DevOps, Cloud Engineering, or Software Configuration Management experience. - Hands-on proficiency with AWS services, including IAM, EC2, S3, ECS, RDS, VPC, or CloudFormation. - Experience automating deployments and environment configurations via CI/CD pipelines. - Strong understanding of Docker and containerized application deployment. - Experience with IaC tools: Terraform, Ansible, or equivalent. - Proficiency in scripting languages (Python, Bash, PowerShell). - Familiarity with Git, Jenkins, Nexus/Artifactory, and version control workflows. - Strong communication, troubleshooting, and teamwork abilities. Preferred Qualifications - AWS Cloud Practitioner, Solutions Architect, or DevOps certification. - Experience working within CMS, HHS, or other federal health environments. - Familiarity with DevSecOps principles, compliance frameworks, and security scanning tools. - Experience with Splunk, New Relic, or advanced monitoring stacks. - Exposure to Agile/Scrum methodologies. Salary Up to $105,000, depending on experience.
