ICF Incorporated, LLC is looking for a Project Manager, Housing & Community Development to lead capacity-building efforts for HUD's Office of Community Planning and Development and to support direct state and local government consulting contracts. In this remote role, you will be responsible for coordinating, leading, and supporting a wide range of technical assistance assignments related to affordable housing and community development programs.
What You'll Do
- Lead components of large and small technical assistance and training engagements, assisting cities, counties, states, tribes, and non-profit entities in the design and implementation of policies and programs.
- Deliver engaging in-person and virtual training and presentations.
- Draft written products and tools for specific engagements and for national use to address compliance challenges and long-term solutions.
- Advise communities on program design, strategic planning, program effectiveness, and investment strategies aimed at strengthening responses to the housing crisis.
- Lead teams, manage budgets, oversee project deliverables, and ensure effective communication with HUD, HUD TA recipients, and state/local clients.
- Track priorities to ensure the completion of projects in an accurate, timely, and cost-efficient manner.
- Provide advisory and consulting services to clients through training sessions, one-on-one conversations, and written products.
- Perform quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy.
What We're Looking For
- Bachelor’s degree in Planning, Public Policy, Government, or a related discipline.
- Minimum 5 years of direct experience at a consulting firm, non-profit, or state/local government HUD grantee working on the creation of affordable housing, developing affordable housing strategies, and designing/implementing community development initiatives.
- Project and personnel management skills and experience.
- Knowledge and/or experience with the HOME Investment Partnerships Program (HOME), national Housing Trust Fund (HTF), Community Development Block Grant (CDBG), CDBG-Disaster Recovery (CDBG-DR), and/or related HUD programs.
- Demonstrated knowledge of affordable housing and community/economic development program implementation at the state and/or local levels.
- Willingness to travel on occasion.
Nice to Have
- Master’s Degree preferred.
- Understanding of mainstream housing and community development programs and initiatives, including strategies for combating NIMBYism and recruiting community partners, developers, and investors for the development and preservation of affordable housing is a plus.
- Knowledge and/or experience with state and locally funded housing and community development initiatives is a plus.

Benefits & Compensation
- Compensation: $73,722.00 - $125,327.00
