The North Carolina Department of Health & Human Services is hiring a Program Manager I to serve as the Resilience Manager. You will develop policies and plans to reduce disaster impacts and provide strategic leadership for resilience work across the state, serving and empowering local governments through technical assistance.
What You'll Do
- Develop policies, plans, and procedures to reduce the impacts of future disasters and increasingly severe weather.
- Serve and empower local governments through technical assistance, support community-level decision making, and ensure efficient use of state resources.
- Oversee staff in the State Resilience Office (SRO), providing steady, strategic leadership focused on practical, results-driven resilience work.
- Lead the development of statewide resilience strategies that strengthen local government capacity and guide long-term planning.
- Coordinate and promote interagency resilience work, including staffing the Interagency Resilience Team.
- Facilitate communication among state agencies, local officials, and other partners to advance resilience projects.
- Post-disaster, coordinate with partners to ensure recovery projects strengthen long-term resilience at the local level.
- Support the Assistant Secretary for Resilience in meetings, events, and other activities.
- Lead the State Resilience Office’s technical assistance efforts, providing direct support to local governments and state agencies on resilience planning and project implementation.
- Supervise SRO staff and identify additional funding or support for state resilience activities.
What We're Looking For
- Bachelor’s degree from an appropriately accredited institution
- Three (3) years of program experience related to the area of assignment
- One (1) year of supervisory program experience
- Equivalent combination of training and experience as per the Education and Experience Equivalency Guide
Team & Environment
You will oversee staff in the State Resilience Office (SRO) and report directly to the Assistant Secretary for Resilience.
Benefits & Compensation
- Eligibility for the Public Service Loan Forgiveness Program for those with student loans
- Salary range: $70,478 - $118,000
