PCL Construction / PCL Industrial Services, Inc. is seeking a Pre-Construction Manager/Senior Estimator to lead the estimating and pre-construction process for large and complex civil projects. You will be responsible for detailed contract analysis, strategic bid preparation, and driving pursuit initiatives to secure major work.
What You'll Do
- Conduct detailed analysis of contract documents and specifications for large and complex hard-bid/lump sum, construction management, and design build projects.
- Establish critical path schedules including milestone dates and completion timelines.
- Complete full quantity take-offs of all labor, equipment, and materials for larger scopes and review material pricing.
- Lead pricing the general expense and project-specific general requirements for medium to large projects.
- Oversee final bid submission review and tender document submission to the client.
- Conduct risk and opportunity analysis for review by the chief estimator.
- Liaise with external consultants and project management organizations to estimate project budgets and coordinate tender development.
- Assist the chief estimator in collecting and analyzing historical information and benchmarks.
- Monitor client project-specific success criteria and provide solutions.
- Advise management on strategic pursuit initiatives and opportunities.
What We're Looking For
- Bachelor’s degree in a related discipline, Trade experience, or equivalent.
- Gold Seal certification in estimating required.
- 12 years of progressive experience in construction cost estimating.
- Successfully led pursuits valued up to $250 million in delivery models including hard bid/lump sum, construction management, and design build.
- Experience with self-perform estimating and productivity understanding.
- Extensive knowledge of bid preparation, including quantity take-off procedures, trade contractor procurement, pricing, and bid closing.
- Expert understanding of contract terms for various delivery models and identifying contract risks and opportunities.
- Strong understanding of different bid processes and contract delivery type methods.
- Ability to lead successful teams.
- Resourceful and self-motivated with strong organizational skills and ability to multitask.
- Strong ability to develop and maintain productive working relationships with owners, peers, and industry representatives.
Nice to Have
- 12 months of onsite experience.
