Responsibilities
- Define project scopes and develop terms of reference by consulting donors and national experts and analyzing data from OECD and other sources.
- Manage project execution by forming and collaborating with an International Expert Group, conducting surveys and interviews, and organizing online and in-person events.
- Create policy frameworks or toolkits and write policy reports and briefs aligned with member countries' interests.
- Present findings to GSF, CSTP, and other OECD bodies, and work with members to achieve consensus and approval for project outputs.
- Coordinate with other STP units to ensure alignment with the CSTP Programme of Work and other ongoing projects, supporting overall STI priorities.
- Collaborate with other STI divisions and OECD Directorates to leverage shared interests.
- Engage closely with experts, delegates, and government officials from GSF member countries and liaise with relevant international organizations.
- Participate actively in activities to increase awareness and adoption of GSF work through cooperation with CSTP, other STI divisions, OECD directorates, and external entities.
- Serve as the STP/STI expert in the subject area.
- Promote and disseminate GSF and CSTP work using social media and by attending relevant meetings and seminars.
Requirements
- A university degree in natural sciences, social sciences, or humanities, plus a postgraduate qualification (MSc or equivalent) in a relevant area for science and innovation policy.
- At least five years of experience in policy analysis in science or higher education policy, gained in national/local administration or an international organization.
- Substantive knowledge and experience working in GSF priority areas.
- Proven analytical and policy-oriented skills, with the ability to conduct research and synthesize policy issues for intergovernmental audiences.
- Fluency in one OECD official language (English or French) and knowledge of the other, with a commitment to reach a good working level.

Compensation
Monthly salary starts at 8,098 EUR, plus allowances based on eligibility, exempt of French income tax.
Work Arrangement
24-month fixed term appointment, with the possibility of renewal to a maximum of 36 months.
